Meeting of the Illinois House Revenue Committee. Fiscal expert, John Miller from Nuveen Asset Management, tells the Committee that bond rating agencies are looking at the state's lack of a budget, autopilot spending, backlog of bills and unfunded pension liabilities as the factors leading to the repeated credit downgrades of Illinois. These downgrades have led to an additional $1 billion in borrowing costs for local governments and millions in interest penalties for the state NOT workers compensation reform, property tax freezes or term limits.
