“Our area is currently experiencing dangerously cold temperatures,” Manley said. “Particularly for the elderly, these hazardous conditions can limit mobility and restrict access to help if needed.”

Residents can search for an updated list of warming centers near them, as well as learn tips on how to save money on utilities during cold months, at www2.illinois.gov/sites/KeepWarm. Facility hours vary on location. In Joliet, the Department of Human Services locations at 1617 W. Jefferson St. and 45 E. Webster St. are serving as warming centers.

“If you know someone who might need help, please take a moment and check on them,” Manley said. If you plan to travel, make sure you listen to weather forecasts, dress appropriately for the colder temperatures and make plans in case you face an emergency.”

“It’s critically important that Illinois serves as a leader in the fight to give women the right to choose what they do with their bodies,” Manley said. “Last General Assembly we passed needed legislation to protect and expand access to reproductive health care. It is now time to ensure this legislation is enforced.”

Pritzker issued an executive order this week that would remove barriers from state employee group health insurance plans that could prevent women from exercising their right to choose. The order aims to carry out the intention of the Manley-backed House Bill 40, which expanded access and gave women the power to make their own healthcare decisions in Illinois and removed a dangerous “trigger provision” in state law that could have banned abortion if Roe v. Wade was overturned by the Supreme Court. Manley hopes that the executive action is a sign that Gov. Pritzker will continue to focus on and prioritize women’s rights in his term.

“Access to reproductive health should be protected,” Manley said. “It will require us to be vigilant as we focus on making sure that every woman in this state can make her own health decisions without unlawful interference.”

CREST HILL, Ill. – State Rep. John Connor, D-Lockport, is highlighting a new law signed Thursday that aims to keep guns out of the wrong hands by mandating new state licensing standards for gun shops.

“For years, our state has required licenses for businesses that sell alcohol, car dealerships and other operations,” Connor said. “It makes sense that gun dealers also should follow commonsense safety standards that keep stores secure and correctly follow background check procedures.”

Connor sponsored and supported the bipartisan Senate Bill 337, also known as the Combating Illegal Gun Trafficking Act, which was signed into law Thursday by Gov. JB Pritzker. Under the new law, the Illinois State Police are empowered to certify gun dealers as well as to better track private firearm sales. Additionally, the law mandates criminal background checks for gun shop employees, creates an annual training requirement for employees to understand background checks, requires video surveillance at locations that sell guns and grants greater authority for law enforcement to inspect gun-selling businesses.

“As a former prosecutor, requiring video evidence of transactions involving firearms is a no-brainer to curb gunrunning by providing clear documentation of who purchased a firearm that may end up in the wrong hands,” Connor said. “Too many lives have been lost due to senseless, but preventable, gun violence.”

“We are all aware of the alarmingly commonplace, senseless tragedies caused by gun violence across our country,” Manley said. “We have to take every step possible to prevent similar tragedies from happening here at home.”

Manley supported the bipartisan Senate Bill 337, also known as the Combating Illegal Gun Trafficking Act, to require the Illinois State Police to certify firearm dealers as well as better track private gun sales. The new law requires criminal background checks for gun dealer employees, institutes an annual training on how employees should handle background checks, mandates video surveillance at gun shops and provides additional authority for law enforcement to inspect locations. The legislation was signed into law by Gov. Pritzker on Thursday.

“This new licensing process will create greater accountability for dealers who have failed to make the effort to keep guns out of the hands of criminals,” Manley said. “Gun violence is a complex problem that has no single fix, but today’s signing was a positive step forward that will have a lasting impact and save lives.”

John Connor, D-Lockport, that requires the Illinois Law Enforcement Training Standards Board to develop a special certification program for school resource officers will take effect after the new year.

“With violence in schools occurring more often, the safety and wellbeing of our students is more important than ever,” Connor said. “By requiring a specific training program to be developed to aid school resource officers, we’re taking more steps to ensure that our children feel safe and happy in their schools.”

Senate Bill 2925, co-sponsored by Connor, provides that the Illinois Law Enforcement Training Standards Board create or approve a training program for school resource officers that covers subjects such as child and adolescent psychology, youth mental health, trauma intervention, conflict resolution and child abuse prevention. The program must consist of at least 40 hours of training, and will require recertification every four years.

“By allowing our school resource officers to be better equipped to handle the needs of our students, we’re creating a safe space and a better environment for children and adolescents to learn and develop social skills,” Connor said. “I’m hopeful that this training will improve the safety of the schools in our community and give our students the resources they need to be happy and healthy.”

ROMEOVILLE, Ill. – In response to concerns of potential water contamination from coal ash ponds from a local power generating facility, state Rep. John Connor, D-Lockport, is engaging the facility’s owners, local leaders and state agencies to ensure that local drinking water is safe.

“I originally learned about the potential dangers of the coal ash ponds present in my district after meeting with Prairie Rivers Network advocacy group last year,” Connor said. “I appreciated the meeting because they informed me of the issues of coal ash disposal in the power generating industry, and how renewable energy could help address them.”

According to reports put together by the Environmental Integrity Project, ponds located at the NRG facility in Romeoville are no longer sufficiently lined to store coal ash and may be a source of contamination. The Illinois Environmental Protection Agency, through the office of the governor, is responsible for creating the guidelines for coal ash storage and disposal. In August, a federal appeals court ruled that the current guidelines were not adequate to protect watersheds and that energy companies needed to upgrade to more environmentally friendly storage and disposal practices. As a result, Connor is advocating for investments in renewable energy and improved environmental guidelines under the incoming Pritzker administration.

“After recently meeting with NRG, who have been proactive on this topic, and the village of Romeoville to discuss the coal ash ponds and water contamination, it is clear that significant change in the handling of coal ash is coming,” Connor said. “I’m hopeful that the new administration will implement policies to protect our environment, while looking long term by choosing to invest in renewable energy sources. Coal has been an important part of our local energy infrastructure, but we need to make sure that we are vigilant on its environmental impact.”

“The public safety leaders I had the chance to meet with at our Law Enforcement Roundtable last week are the most dedicated group of individuals committed to making our communities safe,” Connor said. “They are on the front lines every single day, and have a unique and invaluable perspective on how the state legislature can work with local public safety officials to improve the quality of life and safety of local residents. As a former county prosecutor, I’ve spent most of my career working hand-in-hand with law enforcement. I’m eager to continue that tradition as State Representative.”

Connor’s discussion with law enforcement was held at his constituent office where the group discussed state police funding, body cameras, and the prospect of marijuana legalization, in addition to approaches that should be pursued to improve safety and security throughout communities in the 85th district.
