				<div class="et_pb_text_inner"><p><strong>SPRINGFIELD, Ill. –</strong> Speaker Michael J. Madigan, House Democrats and advocates for the middle class are calling out Gov. Bruce Rauner and Republicans for refusing to consider fair tax reform that would provide relief for the middle class while making the ultra-wealthy pay their fair share.</p>
<p>Madigan and Democratic lawmakers from across the state introduced House Resolution 1025 Thursday, challenging Republican lawmakers to stop protecting millionaires, billionaires, and big corporations and instead work with Democrats to enact a fair system that cuts taxes on middle-class and low-income taxpayers. Rauner and legislative Republicans are defending a status quo that allows Rauner to pay at least $5 million less than he would in a state like Iowa.</p>
<p>“Governor Rauner is willfully misleading taxpayers because he doesn’t want anyone to see that he’s blocking tax relief for the middle class, all in an effort to protect a special deal for millionaires and billionaires like himself,” Madigan said. “Today, we set the record straight: A fair tax for Illinois is about putting more money in the pockets of middle-class families. If our Republican colleagues are serious about cutting taxes, creating jobs, and strengthening our economy, they will join us in creating a fair tax system that rewards families who work hard and play by the rules, instead of one that benefits Bruce Rauner, Donald Trump and their billionaire friends.”</p>
<p>Madigan’s resolution cites findings from the Institute on Taxation and Economic Policy that Illinois’ constitutionally mandated “flat tax” is one of the most regressive tax structures in the country, forcing low- and middle-income residents to pay a larger share of their incomes in taxes than the very wealthy. A taxpayer earning less than $19,000 pays 13.2 percent of their income in state taxes, while those with an income of $498,000 pay only 4.6 percent of their income in taxes.</p>
<p>House Democrats are calling for a progressive tax like those currently in place in 33 other states—including Iowa, Kentucky, Missouri and Indiana—which would put more money in working families’ pockets, allowing them to reinvest in local economies and stimulate business growth and economic development.</p>
<p>“There’s no excuse for the current tax system that forces struggling families to pay more than the very wealthy,” said Roberta Lynch, executive director of AFSCME Council 31. “Illinois working families need fair tax reform. By standing in the way, Governor Rauner and the politicians who follow him are protecting a status quo full of loopholes for those who are already at the top.”</p>
<p>“Last year Democrats and Republicans stood together because they knew we cannot continue to follow Bruce Rauner’s agenda of slashing critical services for our communities so his billionaire and millionaire buddies can get a tax cut,” said Greg Kelley, president of SEIU Healthcare Illinois. “Their votes to end the Rauner budget crisis were votes to put middle-class families ahead of the ultra-wealthy. Now we need a tax system that reflects this same value. I applaud House Democrats’ stand for a fairer system, and we look forward to working with them to get a progressive income tax passed in the future.”</p>
<p>“Throughout our state, parents who want their children to receive a world-class education and homeowners who want relief from rising property taxes can agree on one thing: the system is unfair and needs to change,” said Dan Montgomery, president of the Illinois Federation of Teachers and a high school English teacher. “This is the change we need, and this is the opportunity for all who claim they’re on the side of taxpayers and educators to prove it.”</p>
<p>“As Donald Trump stacks the deck even more in favor of the ultra-wealthy, Governor Rauner and his allies can no longer pretend to stand with the middle class while also protecting a tax system that so clearly reinforces inequality,” said Clem Balanoff, chair of Our Revolution Illinois. “If they are ready to build an Illinois that works for everyone instead of just the top 1 percent, they will stand with us to enact a fair tax system that reflects that.”</p></div>

Madigan and House Democrats are advancing a series of measures to further crack down on workplace discrimination and harassment, fully investigate all allegations, impose tougher new penalties for violations, and continue to pursue workplace reform in government and in the private sector.</p>
<p>“The steps we have taken are a critical recognition that no person should be subjected to discrimination or harassment in the workplace, particularly here in the people’s House. These are by no means a final step. Ultimately, eliminating sexual discrimination and harassment will require entire cultures to change,” Madigan said. “By advancing stronger protections for all who work in our Capitol, appointing a special legislative inspector general and empowering her to investigate all pending allegations, establishing a task force that will study further changes needed to combat harassment in both the public and private sectors, and recognizing that we must all do more to stop inappropriate behavior from being accepted as commonplace, we are making a continuing commitment to ensure no person is a target of discrimination or harassment.”</p>
<p><strong><u>Mandatory Discrimination and Harassment Training<br />
</u></strong>Madigan’s Senate Bill 402, approved by a bipartisan majority Tuesday, strictly prohibits sexual harassment by constitutional officers, lawmakers, staff, and lobbyists. Madigan’s bill empowers state inspectors general to investigate allegations, and gives each ethics commission authority to impose fines of up to $5,000 for each incident of sexual harassment. The legislation requires annual sexual harassment training that includes specific examples of sexual harassment, how a person can report sexual harassment, and the penalties for violating the prohibition on sexual harassment. House Democrats will participate in sexual harassment training, conducted by the Department of Human Rights, on Wednesday. Under Madigan’s bill, lobbyists and their clients will be required to adopt their own sexual harassment policies, like legislators do currently. All local governments must also adopt sexual harassment policies. Working in cooperation with Republicans, House Democrats included an additional provision expanding a state hotline for reporting allegations of harassment.</p>
<p><strong><u>Investigating All Allegations<br />
</u></strong>House Bill 137, introduced by state Rep. Art Turner, ensures that the newly appointed Special Legislative Inspector General, Julie Porter, is empowered to investigate all pending complaints filed with the Office of the Legislative Inspector General or the Legislative Ethics Commission. Previously investigations were requirement to commence within one year of the date of the alleged violation.</p>
<p><strong><u>A Continuing Commitment to Change<br />
</u></strong>While implementing these new protections, legislators are also advancing measures to continue to combat the culture of sexual and racial harassment and discrimination, both in government and in the private sector. State Rep. Sara Feigenholtz’s House Joint Resolution 83 calls on all lawmakers, legislative staff and lobbyists to make efforts to end sexual discrimination and harassment. State Rep. Andre Thapedi’s House Joint Resolution 86 calls on every state official to do more to remove the barriers of racial discrimination that continue to block the advancement of people of color.</p>
<p>In order to continue the conversation and advance the Speaker’s commitment toward working to prevent sexual harassment, the House approved House Resolution 687, which creates a Task Force on Sexual Discrimination and Harassment. Led by Majority Leader Barbara Flynn Currie, the Task Force will conduct a comprehensive review of existing laws and make recommendations to the General Assembly on changes that will improve reporting of allegations, protect those who report harassment, and prevent discrimination and harassment.</p></div>

Madigan outlined a plan to combat sexual harassment in state government Tuesday, passing legislation through a House committee that will require all lawmakers, staff and lobbyists to complete annual harassment training, and announcing the creation of a task force that will study further changes needed to address the problem of workplace harassment in both the public and private sectors.</p>
<p>“Sexual harassment is unacceptable in any workplace. This is particularly true in our Capitol, a building that belongs to every woman and man in Illinois,” Madigan said. “Legislative changes are a critical step, but far from a final step. Ultimately, eliminating sexual harassment will require cultures to change. That’s why in addition to continuing to work with lawmakers and advocates to create the strongest legislation possible, I am forming a task force which will lead a continuing conversation on this topic, and recommend further changes to combat workplace harassment both in our government and in the private sector.”</p>
<p>Madigan’s Senate Bill 402 expands existing sexual harassment protections in the Capitol and legislative offices by requiring all lawmakers, staff and lobbyists to complete annual sexual harassment training, including specific examples of what constitutes harassment. All lobbyists will be further required to prepare and submit sexual harassment policies, like legislators do currently. Madigan’s bill also empowers state inspectors general and ethics commissions to investigate allegations, and assess fines of up to $5,000 for incidents of harassment. The measure received bipartisan support in the House Personnel &amp; Pensions Committee. Senate President John Cullerton, and Republican leaders Jim Durkin and Bill Brady have come out in favor of Madigan’s bill.</p>
<p>Madigan also announced that he will establish a Task Force on Sexual Discrimination and Harassment, to be chaired by House Majority Leader Barbara Flynn Currie. Listening to input from all stakeholders, the task force will be charged with conducting a comprehensive review of the legal and social consequences of sexual discrimination and harassment in both the public and private sectors, and make actionable recommendations to the General Assembly on changes that will improve reporting of allegations, protect those who report harassment, and prevent sexual discrimination and harassment.</p></div>

<p>“Sexual harassment is unacceptable in any workplace. For a number of years, every member of the House has been required to certify that they develop and enforce a sexual harassment policy for their offices and staff. They will continue to do so. However, we can and should do more to ensure no individual is the target of sexual harassment in the Capitol or anywhere else.</p>
<p>“Because harassment thrives in silence, we are continually working to eliminate all forms of harassment from our Statehouse and our legislative offices. With this in mind, we will be advancing legislation that will require everyone—from legislators, to staff, to lobbyists—to complete yearly comprehensive sexual harassment training. We will also be requiring lobbyists develop and submit their own sexual harassment policies, just as legislators currently do.</p>
<p>“I have directed staff to conduct a thorough review of all existing policies related to this issue and to continue identifying further changes that can and should be made.”</p></div>

<p>“This bill provides the same promise of permanent funding for our schools as Senate Bill 1, with some additional items included at the request of Republicans. Even if all members did not agree with 100 percent of what is in the final bill, this bill still delivers 100 percent of what schools throughout Illinois need. This bill is a permanent promise of more funding for schools statewide. Every district in Illinois wins under this plan.</p>
<p>“Through compromise, we’ve included some provisions that many members would not have supported on their own. But a package that permanently provides more money for Illinois schools and puts us closer than ever to fixing Illinois’ broken school funding system is too important to let partisan differences get in the way.”</p></div>

				<div class="et_pb_text_inner"><p><strong>SPRINGFIELD, Ill</strong>. – Gov. Bruce Rauner has sided with big insurance companies and against Illinois employers, House Speaker Michael J. Madigan said, criticizing the governor’s veto of legislation offering Illinois businesses the ability to reduce workers’ compensation costs.</p>
<p>“The governor’s actions show his real agenda is not to do what’s in the best interest of Illinois employers, but only to serve the interests of multibillion-dollar insurance companies and further enrich corporate CEOs,” Madigan said. “Instead of helping local employers reduce their workers’ compensation insurance costs, the governor has blocked reform to protect corporate profits. House Democrats will push to override the governor’s veto and provide relief for Illinois employers.”</p>
<p>Madigan and House Democrats passed House Bill 2622, which would provide employers with relief from workers’ compensation costs. While Rauner has consistently identified reduced workers’ compensation costs as a way to turn the state’s business climate around, the governor vetoed the bill last week.</p>
<p>The measure would have created a not-for-profit insurance provider that would be able to sell workers’ compensation insurance to businesses throughout the state. The Illinois Employers Mutual Insurance Company would offer the same quality insurance as for-profit companies, but would be committed to delivering the best value for businesses, not turning a profit for investors. This competition would also encourage for-profit insurers to offer lower-cost options for Illinois employers. Twenty other states, including Missouri, Kentucky, California and Texas, currently offer employers the option of purchasing workers’ compensation coverage through a state-run, non-profit insurer. Americans for Insurance Reform, a coalition of 100 consumer and public interest groups, studied similar state-administered workers’ compensation insurers currently in place in other states. Their report concluded that these state options operate at a high level of efficiency, resulting in “far lower expenses” and lower overhead costs.</p>
<p>“The governor’s veto rejected competition that would give Illinois employers the same advantages employers have in other states,” Madigan said. “House Democrats continue to try to meet the governor half way by putting forward real reforms that make Illinois a competitive place for business, but the governor continues to show that his only interest is padding the profits of insurance companies, big businesses and corporate CEOs.”</p></div>

<p>“House Democrats will continue to reach across the aisle and work with legislative Republicans in order to enact bipartisan education funding reform. Every child in Illinois deserves a great education, but too many are being held back by one of the most unfair funding formulas in the country, and the reform we need is being held back by a governor who is determined to pit one child against another for political gain.</p>
<p>“Democrats know that many legislative Republicans share our commitment to fair funding for all schools. We will work together on behalf of our children, our schools and our communities, even if the governor continues to choose chaos over compromise.”</p></div>

<p>“Throughout three years of the governor’s budget crisis, we saw very clearly that political theater is not a substitute for real leadership. By calling a special session while he refuses to negotiate and even says ‘there’s nothing to discuss,’ the governor is continuing to create a crisis that pits one child against another.</p>
<p>“The governor knows very well that the education funding reform bill in question is not in the House, and members of the House cannot take positive action on the governor’s call until it is in our chamber, especially as he refuses to even detail the changes he would like.</p>
<p>“Governor Rauner, however, can take action. Instead of simply paying lip service to how desperately Illinois’ schools, educators, students and property taxpayers need education funding reform, he can put aside his veto threats and sign a bill he is on record as supporting 90 percent of. Instead of playing political games with our children’s education, he can agree to sign a bill that fixes one the most inequitable funding formulas in the country. I urge the governor to stand with us in choosing reform over a status quo that is failing our students.”</p></div>
