SPRINGFIELD, Ill. – Big businesses that ship local jobs overseas will be required to pay back every dime they’ve received from Illinois taxpayers and barred from receiving any future taxpayer-funded deals under a measure passed by state Rep. Katie Stuart, D-Edwardsville.

“Companies that accept taxpayer assistance and then turn around and ship our jobs out of state or overseas should be required to pay back those dollars,” Stuart said. “I am a proud sponsor of this legislation because it will protect local jobs and save taxpayers money.”

Stuart sponsored the Keep Illinois Business Act, House Bill 3538, which would disqualify any business that has moved all or part of its business out of state from qualifying for any form of state credits, incentives and loans funded by Illinois taxpayers. The legislation would also require these businesses to pay back any monetary assistance previously received if they move jobs out of the state.

The measure is a key element of Stuart’s economic reform agenda, which will create and protect Illinois jobs while also lifting up the middle class. In addition to cracking down on corporate outsourcers, Stuart is fighting to reinstate tax credits for Illinois businesses that create jobs locally. Stuart’s reforms also help working families keep more of their hard-earned money by expanding the Earned Income Tax Credit.

DECATUR, Ill. – In an effort to hold accountable corporations that turn their backs on Illinois workers by shipping jobs overseas, state Rep. Sue Scherer, D-Decatur, helped pass legislation on Monday that will require businesses that move jobs out of state to pay back the tax breaks they received.

“We need to put Illinois workers first by investing in businesses that invest in Illinois,” said Scherer. “Our tax dollars should not be going to businesses that move operations out of state to increase profits.”

House Bill 3538, also known as the Keep Illinois Business Act, disqualifies any business that has moved all or part of its business out of state from qualifying for economic development assistance. The legislation also requires these businesses to pay back the monetary assistance previously received if they move jobs out of the state. Businesses will have the opportunity to challenge the revocation if they feel it is unjust or improper. Scherer hopes this effort will deter businesses that want to increase their profit margins by moving out of state.

“I believe it is good economic policy to ban deals for corporations that ship jobs overseas at the expense of our communities,” said Scherer. “By holding businesses accountable, this legislation will create jobs and help grow our economy here in Illinois.”

SPRINGFIELD, Ill. – State Rep. Natalie Manley, D-Joliet, is sponsoring legislation requiring businesses that take financial incentives from the state, but then shift jobs overseas or out of state, to return the value of that assistance to the Illinois taxpayers.

“Businesses come to the state all the time looking for financial assistance to grow and help create more jobs in our communities,” Manley said. “Most of the time, qualifying businesses use the tax credits and other resources responsibly. However, there are times when businesses take these incentives only to turn around and move out of state and taxpayers should not foot the bill for the cost of these programs.”

Manley is a chief co-sponsor of House Bill 3538, which creates the Keep Illinois Business Act. Businesses can receive a variety of incentives, including tax credits, tax exemptions, grants and loans, from the state in order to grow and create more jobs. Unfortunately, there have been instances where businesses receive these additional incentives and then close, move to another state and take Illinois residents’ jobs with them. This legislation requires businesses to pay back every dollar they received to the state.

“Elected officials have a responsibility to taxpayers and other businesses to make sure that everyone plays by the rules,” Manley said. “This legislation will make sure businesses looking to get assistance from the state keep their part of the bargain.”

SPRINGFIELD, Ill. –State Rep. Camille Lilly, D-Oak Park, is sponsoring legislation that will require businesses that take tax incentives to stay in Illinois.

“Currently, businesses have the ability to take tax breaks or financial assistance and then relocate out of the state with no accountability,” Lilly said.  “As part of my economic agenda, I am actively working to pass legislation that will lift up the middle-class.”

Lilly is sponsoring House Bill 3538, which would create the Keep Illinois Business Act.  This would require any business who has received financial assistance from Illinois to repay the money back in its entire amount if they chose to move out of state. The bill also seeks to recover taxpayer dollars when jobs are sent out of Illinois.

“While I believe that we should incentivize business to come and stay in Illinois, they should not receive financial assistance if they are going to send jobs out of the state and overseas,” Lilly said. “This legislation is an attempt to ensure that taxpayer dollars are being spent appropriately.”

Lilly represents the 78th District, which includes parts of Chicago, Oak Park, Elmwood Park, River Grove, Franklin Park, and Melrose Park.

In addition to cracking down on corporations that are shipping jobs overseas, Hoffman has spearheading a legislative package, House Bill 137 and House Bill 138, that works to ensure the state is buying Illinois or American-made products.

“By investing in products made in Illinois and America, we are investing in Illinois and American jobs,” Hoffman said. “These measures are going to help create new jobs for our area, spur the local economy, and grow our state’s economy.”
