SPRINGFIELD, Ill. – Legislation sponsored by state Rep. Marty Moylan, D-Des Plaines, banning trigger modification devices that can transform semi-automatic weapons into deadly fully-automatic versions and increasing regulations on prepackaged explosive chemicals, known as tannerite, advanced in the House on Tuesday.

“The monster responsible for the deaths of so many innocent people in Las Vegas used legal bump stocks to turn his assault rifles into machine guns,” Moylan said. “I am angered that radical gun groups are opposing my efforts to outlaw these dangerous devices and choosing profits over the safety of our families.”

Moylan is sponsoring House Bill 4117, which requires individuals purchasing or possessing pre-packaged explosive components to have a Firearms Owners Identification card. Las Vegas shooter Stephen Paddock had 50 pounds of tannerite in his car, along with 1,600 rounds of ammunition.

Moylan’s measure also bans “bump stock” modifications that the Las Vegas shooter used to turn his semi-automatic rifle into an automatic weapon capable of firing up to 800 bullets per minute.

“I am fed up with the right-wing gun lobby standing in the way of these commonsense reforms,” Moylan said. “It is ridiculous that any person, including suspected terrorists, can purchase tannerite with zero oversight and I will continue fighting to close this loophole.”

House Bill 4117 now awaits further consideration on the House floor.
