<p><span style="font-weight: 400">“This session, my number one priority was making sure the families I represent can afford to live, work, and raise their children here in Illinois,” Vella said. “Whether it was lowering grocery costs at the grocery store, reducing the burden on small businesses, or expanding access to affordable housing, every vote I cast was for the people of Rockford and Belvidere.”</span></p>
<p><span style="font-weight: 400">Throughout the spring session, Vella introduced and supported legislation aimed at reducing financial pressures facing everyday Illinoisans. He worked alongside his colleagues to advance measures addressing rising costs in healthcare, housing and energy, while also supporting small businesses looking to grow and add jobs in the region. </span></p>
<p><span style="font-weight: 400">“Families across Illinois are on tight budgets when it comes to groceries, housing, and insurance costs rising while decisions made in Washington have left families behind. Major cuts by bad actors at the federal level have made everyday life harder for working people, and that’s not acceptable,” Vella said. “That&#8217;s why, this year, I’ve fought to change that by cutting taxes for homeowners, cracking down on unfair insurance increases, and making sure Illinois families can thrive instead of just surviving. 				<div class="et_pb_text_inner"><p>ROCKFORD, Ill. — State Representative Dave Vella, D-Rockford, announced today that he has succeeded in directing almost $250,000 to the City of Belvidere for use in helping area students get safely to and from school.</p>
<p>“Our kids are the most precious resource our community has, and any price is worth paying if it helps them to more safely access the education they need to go on to do the great things we all know they are capable of,” Vella said. “Families in Belvidere asked for safer streets around their schools, and I heard them loud and clear. I&amp;#39;m proud to help deliver that.”</p>
<p>Vella announced today that $249,346 would be appropriated to the City of Belvidere to fund Safe Routes to School (SRTS) projects through the Illinois Department of Transportation (IDOT). The capital grants that Vella drew on are awarded competitively each year with input from elected officials. IDOT says the SRTS program is designed to:</p>
<ul>
<li>Enable and encourage children, including those with disabilities, to walk and bicycle to school.</li>
<li>Make bicycling and walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age.</li>
<li>Facilitate the planning, development, and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of K-12 schools.</li>
</ul>
<p>The funding will be used to remove and replace deteriorated sidewalks with detectable warning surfaces that comply with the Americans with Disabilities Act (ADA), restripe key pedestrian crossings and install two permanently mounted solar-powered speed feedback signs to improve visibility and driver awareness near Perry Elementary School and Washington Academy.</p>
<p>“These upgrades represent direct and tangible steps being taken to protect our students every single day,” Vella said. &#8220;The ability of our kids to get to and from school safely isn&#8217;t some &#8216;nice extra&#8217;. It&#8217;s basic, so what we&#8217;re doing here is the real work of a people&#8217;s government—deploying resources to give communities what they need to build upon for the future.&#8221;</p></div>

Dave Vella, D-Rockford, has successfully advanced a bill helping local school districts respond to ongoing teacher shortages by fairly compensating overtime hours educators often take on. </span></p>
<p><span style="font-weight: 400">“This bill&#8217;s continued advancement shows how essential it is for our educators to be compensated appropriately and fairly,” Vella said. “Our educators serve as the foundation of our knowledge and are instrumental in keeping future generations informed. It is my hope that this bill serves as a meaningful expression of the gratitude and appreciation they truly deserve.”</span></p>
<p><span style="font-weight: 400">Vella’s House Bill 2564 would help school districts keep classrooms staffed by removing financial penalties that can discourage schools from paying teachers who take on extra classes or responsibilities.</span></p>
<p><span style="font-weight: 400">House Bill 2564:</span></p>
<ul>
<li style="font-weight: 400"><span style="font-weight: 400">Bypasses higher pension penalties school districts are forced to pay when compensating teachers for extra duties</span></li>
<li style="font-weight: 400"><span style="font-weight: 400">Ensures districts aren’t hit with extra pension costs when teachers earn more than a 6% raise due to additional classes or responsibilities</span></li>
<li style="font-weight: 400"><span style="font-weight: 400">Applies to salary increases on or after July 1, 2025</span></li>
</ul>
<p><span style="font-weight: 400">The legislation was initiated by Rockford Public School District 205 and seeks to ease financial burdens on  school districts when compensating teachers who step in to fill gaps caused by staffing shortages.</span></p></div>

				<div class="et_pb_text_inner"><p>​<b>SPRINGFIELD, Ill. — </b><span style="font-weight: 400">State Rep. Dave Vella, D-Rockford, has successfully advanced a bill that would change how Illinois courts handle younger teens, focusing more on rehabilitation than punishment. </span></p>
<p><span style="font-weight: 400">“The advancement of this bill shows how significant it is for us to rehabilitate our youth in hopes to give them a fresh start,” Vella said “I want children and younger teens who make petty mistakes to have a second chance at correcting their mistakes.”</span></p>
<p><span style="font-weight: 400">Right now, Illinois courts can apply a mix of juvenile and adult sentencing rules to kids as young as 13 years of age. Supporters of the bill say that approach can be too harsh too early, and doesn’t always take into account a child’s ability to grow and change.</span></p>
<p><span style="font-weight: 400">House Bill 5020 would make several key changes:</span></p>
<ul>
<li style="font-weight: 400"><b>Raise the age threshold:</b><span style="font-weight: 400"> Only minors 15 years of age and older could be considered for blended sentencing, instead of 14 years of age and younger.</span><span style="font-weight: 400"></p>
<p></span></li>
<li style="font-weight: 400"><b>Require deeper judicial review:</b><span style="font-weight: 400"> Judges would have to take a closer look at each child’s situation—including maturity level, educational or developmental challenges, home environment, and likelihood of rehabilitation, before deciding on adult sentencing.</span><span style="font-weight: 400">
<p></span></li>
<li style="font-weight: 400"><b>Give judges more flexibility:</b><span style="font-weight: 400"> Courts would no longer be required to impose an automatic adult sentence. Judges could choose to keep the case fully within the juvenile system if they believe it’s appropriate.</span><span style="font-weight: 400">
<p></span></li>
<li style="font-weight: 400"><b>Limit when adult penalties can be used later:</b><span style="font-weight: 400"> Harsher sentencing would only apply if a minor commits a serious new offense, and only if there is strong evidence. Minor violations, like missing a required meeting, would not trigger adult consequences.</span></li>
</ul>
<p><span style="font-weight: 400">Supporters say the changes could have a direct impact on families and communities by keeping more young people out of the adult system and giving them a better chance at turning their lives around.</span></p>
<p><span style="font-weight: 400">“Kids make petty mistakes along the way and I don’t think they should be held to the same standards as adults. As a leader I have a job to protect the youth of our community, and giving them a space to grow is doing just that.” Vella said</span></p>

				<div class="et_pb_text_inner"><p>SPRINGFIELD, Ill. – As Illinois taxpayers foot the fallout of Washington’s agenda that’s raised everyday prices, hampered trade and commerce nationwide, and threatened the erasure of constitutional rights, state Rep. Dave Vella, D-Rockford, is taking steps through a series of measures to secure direct property tax relief for Illinois working families, improve the state’s economy and enshrine fundamental rights in the State Constitution.</p>
<p>“This legislation has the potential to transform the economic situations of working families by delivering both relief and reform,” Vella said. “My goal is to make sure families receive tax fairness, and I want the results to be immediate, tangible, and beneficial for our local communities.”</p>
<p>House Bill 910, backed by Vella, delivers property tax relief to more communities by allowing local governments to negotiate Payments in Lieu of Taxation (PILOT) agreements for economic developments exceeding $100 million. In exchange for an agreed-upon assessment freeze, large developers would pay into the Illinois Property Tax Relief Fund, in which 60-percent of payments aid local homeowners, with the remaining 40-percent earmarked for homeowners statewide. Data centers are ineligible for these incentives.</p>
<p>Additionally, the measure creates tools for downstate communities to develop new tourism and entertainment revenue through to-be-established “New Opportunities for Vacation and Adventure” (NOVA) Districts—connecting Central Illinois and downstate communities to development and financial assistance for infrastructure designed to expand jobs and attract tourists.</p>
<p>Vella also backed House Bill 799 which fixes a broken element in the property tax system by aligning the state with the U.S. Supreme Court Tyler v. Hennepin County ruling, barring “home equity theft,” and ensuring no Illinois resident loses the equity in their home due to old taxes. This measure guarantees that any excess profits generated from a home sale for delinquent taxes—beyond the original tax debt—will rightfully be returned to the previous, indebted owner.</p>
<p>With potential threat from the U.S. Supreme Court’s right-wing majority to weaken essential elements of the federal Voting Rights Act of 1965, Vella worked to pass House Joint Resolution Constitutional Amendment 28 (HJRCA 28), enshrining equal protections into the State Constitution. The measure seeks to counteract nationwide gerrymandering schemes limiting mBlack and Latino representation and ensures that Illinois voices are never silenced due to race—reinforcing Illinoisans’ equal protection to vote for the representative of their choice.</p>
<p>“At a time when constitutional rights are being threatened nationwide, we are taking action to guarantee equal voting protections in our State Constitution. We are guaranteeing that every Illinois voice is equal and will never be silenced,” Vella said.</p>
<p>All four measures will be heard in the Senate chamber for consideration.</p></div>

				<div class="et_pb_text_inner"><p><b>SPRINGFIELD, Ill. — </b><span style="font-weight: 400">State Rep. Dave Vella, D-Rockford, passed a bill creating the Higher Education Student Support and Academic Freedom Act, protecting the rights and freedoms of college and university students.</span></p>
<p><span style="font-weight: 400"> “College should be a place where students feel secure enough to focus on learning and confident enough to speak their minds. This legislation helps set that standard across Illinois,” said Vella. “No student should have to guess what their education will actually cost. We’re making sure institutions are upfront so families can plan without the hidden financial pressure.”</span></p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=4304&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=164803&amp;SessionID=114"><span style="font-weight: 400">House Bill 4304</span></a><span style="font-weight: 400"> creates the Higher Education Student Support and Academic Freedom Act, guaranteeing students that their safety on campus will be a priority, their academic freedom and ability to speak freely will be protected, and their financial interests will be maintained. </span></p>
<p><span style="font-weight: 400">Additionally, as the cost of a college education becomes more and more of a challenge, universities and colleges will be required to disclose tuition, fees, and any other material financial obligations to students for true cost clarity.</span></p>
<p><span style="font-weight: 400">This bill responds to federal attacks on higher education funding and students’ freedom of speech, ensuring that Illinois students of higher education can exercise their freedom of speech and opportunity.</span></p>
<p><span style="font-weight: 400"> “This is us sending a clear message that Illinois is committed to standing with students, protecting their safety, their voices, and their ability to succeed in higher education.” said Vella</span></p>

				<div class="et_pb_text_inner"><p>ROCKFORD, Ill. – State Rep. Dave Vella, D-Rockford, hosted Keith Country Day School’s Scholastic Bowl team on April 10 at Keith Country Day School in Rockford to recognize their win at the Illinois High School Association Class 1A State Championship.</p>
<p>“This championship represents more than just a win, it reflects the discipline, teamwork and academic excellence these students bring to their school and community,” said Vella. “We are proud to celebrate their hard work and the example they set for others in Illinois.”</p>
<p>The event brought students, educators, and community members together to celebrate the team’s accomplishment. During the ceremony, Vella presented an Illinois House of Representatives Certificate of Recognition, which will be entered into the official record and archived in the State House. The recognition highlighted the importance of academic competition and celebrated student success beyond the classroom.</p>
<p>“These students have shown what consistency and commitment can lead to,” said Vella. “They’ve made their school and community proud, and I was more than happy to present them with the House of Representatives Certificate.”</p></div>

Dave Vella, D-Rockford, helped pass a bill encouraging and expanding access to youth civic engagement by requiring high schools to provide voter registration opportunities and information, inspired by the life and legacy of Rev. Jesse Jackson, Sr.</span></p>
<p><span style="font-weight: 400">“This bill is about letting the younger generation know that their voices matter and can make a change,” said Vella. “The right to vote is fundamental to our democracy and encouraging younger people to exercise that right, is empowering them.”</span></p>
<p><span style="font-weight: 400">House Bill 4339, also known as the Jesse Jackson Sr. Young Voter Empowerment Act, ensures that all public high schools offer students of voting age the opportunity to register to vote. This opportunity will take place during the school day in an accessible and nonpartisan environment. Registering to vote can be complicated, especially for first-time voters. This bill will give high schoolers a safe space to learn, ask questions, and take steps towards civic engagement. </span></p>
<p><span style="font-weight: 400">Rev. Jesse Jackson, Sr. famously said, &#8220;On that graduation day or night, we must put a diploma in one hand symbolizing knowledge and wisdom, and put a voter registration card in that other hand symbolizing power and responsibility.” This bill honors Rev. Jackson, Sr. and his dedication to equal rights and public service.</span></p>
<p><span style="font-weight: 400">“Regerstering to vote can be intimidating. Especially for high school students. This bill will give the space for students to learn about civic engagement seamlessly,” Vella said.</span></p>
<p><span style="font-weight: 400">House Bill 4339 passed the House and now heads to the Senate for consideration.</span></p></div>
