				<div class="et_pb_text_inner"><p><strong>DES PLAINES, Ill.</strong> – A new law by state Rep. Marty Moylan, D-Des Plaines, will help law enforcement work together to locate vehicles that have been hijacked or used in a kidnapping by establishing a hotline to connect law enforcement agencies with each other as well as with vehicle manufacturers and vehicle location vendors.</p>
<p>“Effective protection for the victims of violent crime is essential in any public safety plan,” Moylan said. “As carjackings are a growing concern across our region, it’s critical that we give police the tools they need to solve these crimes, locate people’s stolen property, and show perpetrators that they will be caught and punished.”</p>
<p>Moylan’s House Bill 2245 empowers the Cook County Sheriff’s Office to lead a vehicle theft hotline that brings together regional law enforcement agencies and police departments to help solve crimes like carjacking. The hotline will help law enforcement connect with vehicle manufacturers and vehicle location vendors when attempting to locate a stolen vehicle, when there is a clear and present danger of death or great bodily harm.</p>
<p>Manufacturers and vendors will be required to staff the hotline with an operator so that law enforcement can quickly get a hold of them to obtain information about a vehicle’s location or features. In addition, if the vehicle is equipped with a location tracking device which is not currently activated or subscribed, the company is required to waive any and all fees associated with activating the device and providing law enforcement with that information for the duration of the investigation, provided a police officer has confirmed that there is a clear and present danger of death or great bodily harm.</p>
<p>Finally, the law modifies the Freedom from Location Surveillance Act to permit the disclosure and use of this location data in situations falling under the new law.</p>
<p>The bill was passed unanimously by both the House and Senate and has been signed into law by Gov. J.B. Pritzker.</p>
<p>“When a vehicle is used in a kidnapping or stolen while a victim remains inside, that vehicle has to be located by law enforcement without delay,” Moylan said. “Victims of such crimes cannot afford to wait for law enforcement to wrangle a deal with companies from scratch. That’s why having a system already in place is the right answer in seeking to promote public safety on Illinois’ roadways.”</p></div>

				<div class="et_pb_text_inner"><p><strong>DES PLAINES, Ill. — </strong>State Rep. Marty Moylan, D-Des Plaines, will continue advocating for comprehensive transportation policy as chair of the Transportation: Rail Systems, Roads and Bridges committee.</p>
<p>“Illinois’ transportation system is the lifeblood of our state, touching all industries and leading to greater economic opportunities and quality of life,” Moylan said. “We will continue to respond to the needs of our communities so that our transportation system remains safe and accessible.”</p>
<p>Moylan will use the knowledge and experience he gained as the chair of the 102nd General Assembly’s House Transportation: Regulation, Roads &amp; Bridges Committee to invest in Illinois’ transportation infrastructure and improve its safety and efficiency. Moylan also played a pivotal role in establishing the state’s High Speed Railway Commission and has served on the Commission since its inception in 2021.</p>
<p>“From repairing our roads and bridges to exploring options for high speed rail, Illinois has several opportunities to improve and expand our transportation infrastructure,” Moylan said. “I am grateful to Speaker Welch for this appointment and I am eager to begin working with my colleagues to produce substantial improvements to our roads, bridges and rail system.”</p></div>

				<div class="et_pb_text_inner"><p><strong>DES PLAINES, Ill.</strong> – Continuing his advocacy for survivors of sexual assault and domestic violence, state Rep. Marty Moylan, D-Des Plaines, recently backed legislation to make specific no-contact orders permanent, ending the need for survivors to revisit court every two years.</p>
<p>“Survivors of domestic violence should not be forced to relive that trauma again and again, especially in order to keep their family and themselves protected from their perpetrators,” Moylan said. “Domestic and sexual violence are among the most heinous crimes that can be committed, and we should be doing everything in our power to prevent these acts from occurring, but also to provide maximum support and protection to survivors.”</p>
<p>Currently, court issued protective orders can expire after two years which requires survivors to return to court in order to extend the protection order. The Moylan-backed House Bill 734 would allow for no-contact orders to become permanent at the survivor’s request should the defendant be convicted of a sexual offense, protecting sexual and domestic violence survivors from any additional trauma. The measure passed the General Assembly without opposition and awaits Gov. J.B. Pritzker’s signature.</p>
<p>“The survivors of these abhorrent crimes will carry around the memory and trauma of their experiences for the rest of their lives and should not be faced with the choice of repeatedly reliving that trauma in court every few years or allowing protective orders to expire,” Moylan said. “It is only right that survivors can be permanently protected against their offenders if they feel it is necessary. We cannot allow these criminals to hurt survivors any more than they already have which is why I strongly urge Governor Pritzker to join us in defense of sexual and domestic violence survivors and sign this bill into law as soon as possible.”</p>

				<div class="et_pb_text_inner"><p><strong>DES PLAINES, Ill.</strong> – State Rep. Marty Moylan, D-Des Plaines, recently backed legislation to expand health care coverage for diabetes testing as part of his efforts to keep healthcare and lifesaving medical treatment affordable.</p>
<p>“Access to critical healthcare coverage should not depend on one’s financial standing, and the COVID-19 public health crisis has made it more important than ever to keep healthcare affordable,” Moylan said. “Illinois residents should never have to choose between delaying their medical treatment or face financial ruin. Early detection and treatment are absolutely critical and can save lives, and this bill will help more people have access to it.”</p>
<p>The Moylan-supported Senate Bill 1854 requires medical insurance companies to cover the cost of diabetes testing for high risk individuals. The bill passed both the House and Senate without opposition. This marks a continuation of his advocacy toward diabetes patients, as in the previous 101st General Assembly Moylan supported Senate Bill 667, which capped the monthly co-pay for insulin at $100 and is now law.</p>
<p>“I was happy with the progress we made last session capping the cost of insulin, and this bill marks further progress to make crucial medical care affordable, but there is still a long road ahead of us,” Moylan said. “I will continue working with my colleagues in the General Assembly to make healthcare more affordable and accessible in Illinois. I urge Governor Pritzker to sign this bill into law without delay.”</p>

Marty Moylan, D-Des Plaines, supported legislation to protect the earned wages of Illinois adults with developmental disabilities and was able to pass the bill out of both legislative houses, signaling his support for more robust resources for adults with developmental disabilities.</p>
<p>“Illinois certainly has a lot of progress to be made in terms of resources for residents with developmental disabilities,” Moylan said. “This bill will help maximize the independence of adults with developmental disabilities by allowing them to retain their earned wages, but we can’t stop here. We should be doing more to provide job training and placement, affordable housing and other support services for this community.”</p>
<p>The Moylan-backed House Bill 292 ensures that qualified adults with developmental disabilities living in community-integrated housing retain all wages they earn from employment. Currently the majority of the wages go toward the community-integrated housing facilities. The bill aims to heighten the level of independence for adults with developmental disabilities. The bill passed both the House and the Senate without opposition.</p>
<p>“It is very important the adults with developmental disabilities have the necessary resources and support systems where they can be self-sufficient so they can live the fullest possible lives,” Moylan said. “While this bill will definitely help individuals with developmental disabilities, we can do more to support the institutions that this community relies on every day. I urge Governor Pritzker to sign this bill into law and look forward to working with my colleagues in the General Assembly to further support Illinois residents with developmental disabilities.”</p>

Marty Moylan, D-Des Plaines, recently backed legislation which expands the qualifications for seniors eligible to defer their property taxes and increases the amount they are able to defer.</p>
<p>“Property tax reform is something that Illinois has been in need of for many years, and the COVID-19 crisis has only made the issue more urgent,” Moylan said. “Many of the seniors in our state do not have much financial flexibility, and the high property taxes that have been levied upon them makes their fixed income even more rigid. Illinoisans are in serious need of some breathing room to get their finances in order, and expanding the eligibility for the tax deferral program will help provide that much-needed relief to Illinois seniors.”</p>
<p>Moylan co-sponsored Senate Bill 2244 which passed the House and the Senate with widespread bipartisan support. The bill would increase the maximum yearly income seniors can earn to qualify for the Senior Citizens Real Estate Property Tax Deferral Program from $55,000 to $65,000. The bill would also increase the amount of taxes which can be deferred under the program from $5,000 to $7,500.</p>
<p>“Illinois seniors worked many years and earned their retirement, and we need to work together to protect their financial well-being, especially in this economic climate,” Moylan said. “There is much more work to be done to achieve meaningful and long-lasting property tax reform, but I am determined to reach that goal. The widespread and bipartisan support for property tax reform makes me feel optimistic that we can make substantial progress to keep taxes in check.”</p>

Marty Moylan, D-Des Plaines, has been a leader in state government ethics reform and recently spearheaded a bipartisan effort to root out corruption, increase government transparency and keep government officials in check.</p>
<p>“I made ethics reform one of my top priorities because the people of Illinois have had to witness numerous public abuses of power from their elected representatives,” Moylan said. “Elected officials are not in their office to serve themselves. We were elected to help the people of Illinois and we need far stronger laws to hold government officials accountable.”</p>
<p>Moylan has introduced and supported several pieces of ethics reform legislation, including Senate Bill 539 which passed the House and Senate with broad bipartisan support. The proposal would prohibit elected officials from lobbying on behalf of outside parties, tighten the restrictions on former legislators lobbying, widely expand the statements of economic interest of state officials, strengthen the authority of the Legislative Inspector General, heighten the regulation of lobbyists and increase transparency of state government.</p>
<p>“This ethics package we were able to pass is definitely a move in the right direction, but is by no means the end,” Moylan said. “I will continue to pursue more robust regulations of state officials so that we can genuinely serve the residents of Illinois and restore the public faith in our democratic institutions. I am glad we have initiated the process, but there is much more work left to be done.”</p>

Marty Moylan, D-Des Plaines, recently helped lead a successful bipartisan effort to lower the cost for vehicle trailer registration, saving Illinois drivers money and demonstrating his responsiveness toward community concerns.</p>
<p>“In the 2019 capital plan, there was a dramatic hike on vehicular trailer registration fees that was simply unfair to Illinois drivers, and after hearing from many residents in my community and around the state, it became clear that we needed to lower those fees back to a reasonable level,” Moylan said. “In this current economic climate with so many experiencing financial difficulties we should not be finding ways to squeeze more tax dollars from our working class, but finding more ways to save them money.”</p>
<p>Moylan made lowering fees on vehicle trailers a priority in this legislative session after hearing from scores of residents in the 55th district. He sponsored and helped pass Senate Bill 58, which would lower the trailer registration fees from $118 to $36. The measure has been sent to Gov. J.B. Pritzker for approval.</p>

				<div class="et_pb_text_inner"><p><strong>SPRINGFIELD, Ill. – </strong>State Rep. Marty Moylan, D-Des Plaines, issued the following statement upon the General Assembly’s adjournment of the spring legislative session this week:  </p>
<p>“As we continue to deal with the short and long-term impacts of the pandemic, the General Assembly was tasked with working together to find bipartisan solutions that create jobs, put residents back to work and get our economy back on track. We passed legislation to make healthcare more accessible, provided emergency housing relief to both renters and landlords, improved energy savings for homeowners and pushed tax credits to small businesses.</p>
<p>“Putting together a budget, it was necessary that we don’t leave anyone behind. It was important to me that we pass a responsible compromise that lived within our means, while protecting essential services for our most vulnerable and investing in our schools.</p>
<p>“Additionally, I’m glad to see that we were responsive to concerns from residents this session. I heard from many people who were outraged at the excessive trailer hike fee from a couple years ago. Together, we were able to come to an agreement and drop the fee to something much more reasonable.</p>
<p>“As we continue to handle the pandemic, challenges remain. I look forward to working with our community to lift up middle class families and come back from this pandemic even stronger.”</p></div>
