Yolonda Morris, D-Chicago, is proud to spotlight a comprehensive suite of measures she supported this year, aimed at enhancing protections for homeowners, improving educational access, creating jobs, supporting business owners, accessing equitable healthcare, improving violence prevention initiatives and mitigating pollution across Illinois.</span></p>
<p><span style="font-weight: 400">&#8220;My commitment to the people of Illinois is unwavering,&#8221; Morris stated. &#8220;The legislative initiatives I have pursued are designed to empower communities and ensure that everyone has the opportunity to thrive. This year, we tackled critical issues that directly affect the lives of families, workers, and business owners.&#8221;</span></p>
<p><span style="font-weight: 400">Among the key pieces of legislation that will have a lasting impact are:</span></p>
<p><span style="font-weight: 400">&#8211; </span><b>House Bill 5284 </b><span style="font-weight: 400">establishes the Menopause Equity and Care Act: This pivotal legislation expands public education on menopause, strengthens insurance coverage for necessary treatments, and enforces workplace protections under the Illinois Human Rights Act for individuals experiencing menopause-related conditions. By addressing these health disparities, this act promotes equity and well-being in the workplace, particularly for women and marginalized groups.</span></p>
<p><b>&#8211; House Bill 5090 </b><span style="font-weight: 400">establishes a robust framework for transportation network drivers using personal vehicles through ride-sharing platforms. It safeguards their right to organize and advocate for fair working conditions while creating a structured process for representation and dispute resolution through the Illinois Department of Labor. This legislation not only supports drivers but also enhances job security and stability within the gig economy.</span></p>
<p><span style="font-weight: 400">&#8220;As we move forward, my focus remains on ensuring that every individual has access to essential services, fair treatment, and the ability to influence the conditions that affect their lives,&#8221; Morris added. &#8220;The foundation we have laid with these bills will create a healthier, more equitable, and prosperous Illinois for all.&#8221;</span></p></div>

Yolonda Morris, D-Chicago, supported a state budget this spring that prioritizes targeted investments in housing stability, health care access, violence prevention, and youth services while maintaining fiscal responsibility and avoiding new taxes on Illinois residents.</span></p>
<p><span style="font-weight: 400">“When I think about this budget, I think about the people who are most impacted when systems fall short—families on the edge of housing insecurity, patients who struggle to access consistent care, workers balancing multiple jobs, and communities that have long faced disinvestment,” Morris said. “This budget is designed to address those pressures by strengthening the services people rely on every day and helping make life more affordable.”</span></p>
<p><span style="font-weight: 400">The budget fully funds homelessness prevention programs, safety net hospitals, community-based violence prevention initiatives, and after-school programs that provide structured support and safe spaces for young people. It also includes a $10 million investment in federally qualified health centers, expanding access to primary and preventive care in underserved communities across Illinois. In addition, lawmakers identified $65 million in reduced government spending while maintaining core services and ensuring no new taxes on residents.</span></p>
<p><span style="font-weight: 400">“These investments are directed toward the systems people depend on when they are at their most vulnerable,” Morris said. “By reinforcing housing support, strengthening local hospitals, expanding community safety efforts, and investing in youth development, we are helping ensure families have more stability and more consistent access to essential services.”</span></p></div>

<p><span style="font-weight: 400">“Rideshare drivers have done essential work for too long without fair protections or a real voice in their working conditions,” Morris said. “This bill helps correct that by making sure drivers can organize and have a clear, transparent process for addressing workplace concerns.”</span></p>
<p><span style="font-weight: 400">As app-based work continues to grow across Illinois, drivers have often faced uneven protections and limited ways to resolve issues on the job.</span></p>
<p><span style="font-weight: 400">House Bill 5090, the Transportation Network Driver Protections Act, addresses those gaps by creating a clear framework for drivers who use their personal vehicles on rideshare platforms. It affirms their right to advocate for fair working conditions and sets up a structured process through the Illinois Department of Labor to handle representation and disputes, with the goal of bringing more stability and clarity to this fast-growing part of the economy.</span></p>

				<div class="et_pb_text_inner"><p>SPRINGFIELD, Ill. &#8211; State Rep. Yolonda Morris, D-Chicago, advanced legislation to the governor’s desk that improves access to healthcare, expands education, and clarifies workplace protections for individuals experiencing menopause.</p>
<p>“For too long, menopause has been treated as a private struggle instead of a public health issue that deserves attention and support,” Morris said. “This legislation helps ensure people have access to accurate information, appropriate medical care, and fair treatment in the workplace.”</p>
<p>House Bill 5284, the Menopause Equity and Care Act, takes a comprehensive approach to addressing gaps in menopause education, healthcare access, and workplace understanding. The legislation provides accessible public educational materials to help individuals better understand menopause and available care options, ensures insurance coverage for medically necessary treatment based on established clinical guidelines, and offers optional resources for healthcare providers to support informed, evidence-based care. The measure also recognizes menopause- related conditions within the framework of the Illinois Human Rights Act, allowing for reasonable workplace accommodations where appropriate.</p>
<p>Menopause affects nearly all women, with approximately 80% experiencing symptoms that can significantly impact overall health, well-being, and workplace performance. Supporters of the legislation note that menopause is not only a healthcare issue, but also an economic and workforce issue that affects productivity, retention, and quality of life for a significant portion of the population.</p>
<p>“No one should feel dismissed or unsupported while navigating a major stage of their health journey,” Morris said. “By improving education and expanding protections, we are helping create healthier workplaces and stronger outcomes for women across Illinois.”</p>
<p>House Bill 5284 has passed both chambers of the General Assembly and now awaits the governor’s signature.</p></div>

				<div class="et_pb_text_inner"><p><b>SPRINGFIELD, Ill. &#8211; </b><span style="font-weight: 400">State Rep. Yolonda Morris, D-Chicago, advanced legislation to the governor’s desk that would protect Illinois patients from losing their homes because of unpaid medical debt.</span></p>
<p><span style="font-weight: 400">“No one should fear losing their home because they needed medical care,” Morris said. “Healthcare is a necessity, and families already struggling with medical bills should not face the added threat of losing the place they call home. A medical emergency can happen to anyone, and Illinois residents deserve the peace of mind of focusing on recovery without the risk of losing their homes.” </span></p>
<p><span style="font-weight: 400">Morris-backed House Bill 4461 would prohibit hospitals from placing liens on a patient’s primary residence while seeking repayment of medical debt, addressing concerns about aggressive collection practices that have included liens on homes for debts as low as $2,000. The legislation also responds to a broader crisis in which medical debt is one of the leading causes of bankruptcy in the United States, with nearly half of adults reporting difficulty affording healthcare costs, according to the National Library of Medicine.</span></p>

Ford, D-Chicago, convened a press conference at Rush  University Medical Center to highlight new research on overdose prevention sites (centers) and encourage the  establishment of an overdose prevention site on the city’s West Side. </span></p>
<p><span style="font-weight: 400">“Opioid abuse has hurt countless communities and families in our state, and it’s up to us to take a  comprehensive and compassionate approach to save lives now,” said Rep. Ford. “Overdose prevention sites  help those suffering make it through their worst days and get the help they need.” </span></p>
<p>Ford, who is sponsoring House Bill 2929—legislation to authorize a state-sanctionedoverdose prevention site pilot program in Illinois—hosted the press conference alongside local elected officials, researchers, public health experts and community leaders from the West Side Heroin/Opioid Task Force to raise awareness about the need for an overdose prevention site. </p>
<p>“As chair of the Chicago City Council’s Committee on Health and Human Relations, I am proud to be working alongside legislators, organizers and community leaders to bring awareness to the people of Chicago about the life-saving potential of overdose prevention and recovery services,” said Alderwoman Rossana Rodriguez-Sanchez. <b><i></i></b></p>
<p><span style="font-weight: 400">Ford’s bill would authorize the state to create an overdose prevention site using funds from the Illinois Opioid  Remediation Advisory Board, which manages a portion of the state’s opioid settlement funds from litigation  against opioid manufacturers. Ford hopes the site will be established on the West Side, which has recorded the  highest number of fatal and nonfatal overdoses in recent years </span></p>
<p><span style="font-weight: 400">“The opioid crisis has deeply affected our West Side and Near North communities, tearing apart families and  undermining the fabric of our neighborhoods,” said Rep. Morris. “We must prioritize public health approaches  to addiction and substance use, ensuring that everyone has access to the resources and support they need to heal  and recover.” </span></p>
<p><span style="font-weight: 400">Experts from the Brown University School of Public Health presented new research to provide the public with </span><span style="font-weight: 400"> </span><span style="font-weight: 400">greater insight into the impact of overdose prevention centers. A study examining the business impact of New </span><span style="font-weight: 400"> </span><span style="font-weight: 400">York City overdose prevention centers found no decrease in foot traffic or sales in the surrounding area. Recent </span><span style="font-weight: 400"> </span><span style="font-weight: 400">work from New York City has also shown no drop in property values or neighborhood rents around the </span><span style="font-weight: 400"> </span><span style="font-weight: 400">overdose prevention center after it opened.</span><span style="font-weight: 400"> </span></p>
<p><span style="font-weight: 400">“Overdose prevention centers are evidence-based public health interventions that have been shown to reduce  overdose deaths, connect people to lifesaving services like treatment, housing and healthcare, and reduce the  spread of infectious disease,” said Professor Alexandria Macmadu and Abdullah Shihipar of the Brown  University School of Public Health. “These centers save lives and improve the health and well-being of the  community and are backed by a wealth of research. <p><span style="font-weight: 400">Additional findings included a 10% reduction in citywide overdose deaths in a study of Vancouver&#8217;s first </span><span style="font-weight: 400"> </span><span style="font-weight: 400">overdose prevention center, with even greater reductions in overdose deaths among populations located closer </span><span style="font-weight: 400"> </span><span style="font-weight: 400">to the sites. In addition, results from another study from Sydney found a significant reduction in calls to </span><span style="font-weight: 400"> </span><span style="font-weight: 400">emergency services, freeing up critical resources. The research is clear that overdose prevention sites save lives </span><span style="font-weight: 400"> </span><span style="font-weight: 400">and they do not decrease the quality of life for nearby residents.</span></p></div>

Yolonda Morris, D-Chicago, has passed several key pieces of legislation out of the House, sending measures to the Senate that aim to strengthen communities, improve public health, and expand protections for residents across Illinois.</p>
<p>“My focus has always been advancing solutions that strengthen and protect our communities,” Morris said. “With these bills now headed to the Senate, we are taking important steps toward a healthier, safer, and more supportive Illinois for working families.”</p>
<p>Among the measures:</p>
<ul>
<li>House Bill 5515 expands access to green space by allowing the Chicago Park District to create small public gardens featuring native plants that support pollinators like butterflies, promoting healthier ecosystems and enhancing neighborhood spaces.</li>
<li>House Bill 5471 strengthens oversight of community living service agencies by reducing the licensing period from three years to two years, ensuring higher standards of care and greater accountability.</li>
<li>House Bill 5284, the Illinois Menopause Equity and Care Act, expands access to menopause-related care through public education, improved provider training, insurance coverage beginning in 2028, and protections against discrimination.</li>
<li>House Bill 4643 enhances protections against abuse and neglect by establishing accountability for individuals who interfere with investigations, helping ensure reports are handled with integrity and urgency.</li>
<li>House Bill 4207 improves preventive healthcare by requiring insurance coverage for heart scans every three years for individuals over age 40, supporting early detection of heart disease.</li>
</ul>
<p>“These bills reflect the kind of progress our communities deserve- practical policies that protect health, strengthen neighborhoods, and hold systems accountable,” Morris said. “I look forward to working with the Senate to move this work across the finish line.”</p></div>

				<div class="et_pb_text_inner"><p><b>SPRINGFIELD, Ill. &#8211; </b><span style="font-weight: 400">In an effort to improve access to healthcare, expand education, and bring greater clarity to workplace protections for individuals experiencing menopause, state Rep. Yolonda Morris, D-Chicago, successfully advanced legislation out of the House, praising its passage as a meaningful step toward addressing a long-overlooked area of women’s health.</span></p>
<p><span style="font-weight: 400">“Menopause has not always been treated with the level of attention or understanding it deserves in our healthcare and workplace systems,” Morris said. “Too many individuals are navigating symptoms like sleep disruption, memory changes, and bone health concerns without clear guidance, support, or consistent access to care.”</span></p>
<p><span style="font-weight: 400">Menopause affects nearly all women, with approximately 80% experiencing symptoms that can significantly impact overall health, well-being, and workplace performance. Despite its widespread impact, gaps in education, insurance coverage, and workplace understanding have contributed to inconsistent support for those experiencing symptoms.</span></p>
<p><span style="font-weight: 400">To address this, Morris is leading the effort behind House Bill 5284, the Menopause Equity and Care Act, which takes a comprehensive and practical approach to these challenges. The legislation provides accessible public educational materials to help individuals better understand menopause and available care options, ensures insurance coverage for medically necessary treatment based on established clinical guidelines, and offers optional resources for healthcare providers to support informed, evidence-based care. It also recognizes menopause-related conditions within the framework of the Illinois Human Rights Act, allowing for reasonable workplace accommodations where appropriate.</span></p>
<p><span style="font-weight: 400">“This is about making sure people are not left to navigate this stage of life without information or support,” Morris said. “By improving education, strengthening access to care, and clarifying workplace protections, we can help individuals stay healthy and fully participate in the workforce without unnecessary barriers.”</span></p>
<p><span style="font-weight: 400">Supporters of the legislation note that menopause is not only a healthcare issue, but also an economic and workforce issue, affecting productivity, retention, and quality of life for a significant portion of the population.</span></p>
<p><span style="font-weight: 400">House Bill 5284 now heads to the Senate for further consideration.</span></p></div>

				<div class="et_pb_text_inner"><p><b>SPRINGFIELD, Ill. &#8211; </b><span style="font-weight: 400">State Representative Yolonda Morris, D-Chicago, is celebrating a key step forward in advancing preventive health care after her legislation to expand access to life-saving heart screenings passed out of committee.</span></p>
<p><span style="font-weight: 400">“This is a meaningful step toward ensuring every Illinois family has access to the care they need,” Morris said. “Passing this bill in committee brings us one step closer to making sure people can access the life-saving screenings without worrying about whether they can afford them.”</span></p>
<p><span style="font-weight: 400">House Bill 4207 aims to strengthen early detection of heart disease by ensuring that health insurance plans cover medically necessary coronary calcium scans and scoring every 36 months for individuals aged 40 and older.</span></p>
<p><span style="font-weight: 400">Heart disease remains one of the leading causes of death in Illinois and across the country. Coronary calcium scans are a critical tool for identifying early signs of heart disease, allowing patients and physicians to take preventive action before serious complications arise.</span></p>
<p><span style="font-weight: 400">This legislation underscores Rep. Morris’s ongoing commitment to improving health outcomes, reducing disparities in care, and ensuring Illinois residents have access to essential medical services.</span></p>
<p><span style="font-weight: 400">“Preventive care should be accessible to everyone, not just those of a certain socioeconomic background,” Morris said. “This legislation is about catching problems early and saving lives. I look forward to working with my colleagues to advance this measure because when we invest in early detection, we invest in healthier communities and a stronger future for our state.”</span></p>
<p><span style="font-weight: 400">The legislation now advances to the House for further consideration.</span></p></div>
