<p><span style="font-weight: 400">“Electricity isn’t a luxury—everyone needs it to be able to heat, cool, light and often to cook, do laundry, communicate, go to work, and more. Those are just the tip of the iceberg. That’s why I’m so proud of the legislation that has just been signed into law: the Clean and Reliable Grid Affordability Act. By making better use of surplus power from renewables, increasing battery capacity to shore up reliability and respond to demand spikes, and by expanding energy efficiency programs, this law will help us modernize, clean up and streamline a 21st century, renewable power grid for Illinois. This new legislation also creates up to 115,000 good-paying jobs. In addition, relief is coming soon for ComEd customers, who should soon begin to see carbon mitigation credits of up to $11 per month on their power bills—the result of our earlier work to stop ComEd from pocketing these credits instead of passing them on to families. Building a brighter future starts with taking care of people and not letting profit get in the way of what they need and deserve.” </span></p></div>

				<div class="et_pb_text_inner"><p>ELGIN, Ill. — State Rep. Anna Moeller, D-Elgin, passed a sweeping civil rights and community-protection bill during the state’s fall legislative session that promises to safeguard immigrant families and bolster due process in the face of civil law enforcement actions unprecedented in scale and method.</p>
<p>“For weeks now, we’ve seen something that was supposed to be impossible in America, relegated to the pages of dystopian fiction—black masked, paramilitary stormtroopers roaming the streets, attacking people, kidnapping them and their loved ones, sowing chaos, terror and intimidation,” Moeller said. “In particular, their incursions into places that should especially be safe—courthouses, hospitals and, shockingly, even schools and daycares—are egregious. We had to act, and we did.”</p>
<p>House Bill 1312 strengthens constitutional protections across Illinois by creating clear guardrails for civil immigration enforcement and ensuring that essential community spaces—hospitals, courthouses, universities, and licensed daycare centers—remain safe and accessible to all residents, regardless of immigration status. The bill further empowers individuals to seek justice when their constitutional rights, including those under the Fourth Amendment, are violated.</p>
<p>Moeller’s own community has experienced a great deal of chaos caused by agencies conducting aggressive and legally-questionable civil enforcement operations, leading to both main municipalities Moeller represents—Elgin and Carpentersville—passing a resolution and an ordinance, respectively, banning the use of municipal property by the agencies.</p>
<p>Moeller’s legislation creates new pathways for accountability, allowing individuals to bring civil actions against civil law enforcement who violate their constitutional rights while engaging in civil immigration enforcement. The legislation also establishes policies that ensure state-licensed facilities and public campuses respond lawfully and responsibly to immigration activities, while protecting the privacy and dignity of those they serve.</p>
<p>“While there’s only so much states can do to directly check an out-of-control administration, we’re using every lever and every tool at our disposal,” Moeller said. “In Illinois, people should not be afraid to attend a court date, see a doctor when they’re sick or injured or pick their kids up from school. Our legislation makes it safer for people being targeted by the bullies trying to force their agenda down Americans’ throats. Other states are competing to see who can roll over the fastest. Not us. Not today. Not anymore.”</p>
<p>House Bill 1312 now moves to the Governor’s desk.</p></div>

				<div class="et_pb_text_inner"><p>SPRINGFIELD, Ill.—Affordable public transit, relief from rising costs, and new protections safeguarding Illinoisans’ due process rights were top priorities for state Rep. Anna Moeller, D- Elgin, during a highly productive fall session focused on making life easier for working people and seniors.</p>
<p>“This fall, we were confronted with an array of problems which is among the most serious and wide ranging in living memory, affecting how Illinoisans get around, heat and cool and light their homes, and whether they can feel safe in public spaces and even in their homes,” Moeller said. “The package of solutions we passed in response was the result of some of the most consequential and intensive negotiations I’ve been a part of since my public career began, but we ended up covering all those bases.”</p>
<p>Moeller passed Senate Bill 25, which is aimed at lowering energy costs for families affected by rates that have risen sharply in recent years. It does this by making transformative investments in capturing clean energy, increasing battery storage and improving energy efficiency.</p>
<p>She also passed House Bill 1312, a bold measure that seeks to inject more accountability into civil immigration enforcement operations by creating new protections against the Trump Administration’s warrantless raids at hospitals, daycares, and institutions of higher learning, and courthouses.</p>
<p>She also passed Senate Bill 2111—transformative legislation designed to save and reform public transit, both in Chicago and across Illinois, without new taxes on food delivery, without new taxes on real estate, without new taxes on streaming services, and without funding more bureaucratic mismanagement.</p>
<p>Finally, she passed Senate Bill 642, a measure that updates existing legislation that helps older adults reduce their property tax liabilities by freezing their rates. This bill helps more seniors remain eligible for the existing property tax assessment senior freeze program by raising income eligibility cutoffs to better account for inflation.</p>
<p>All four measures now move to the desk of Gov. J.B. Pritzker for final action. Together, they represent major progress on priority issues for Moeller and her colleagues, as they stand with residents who are struggling to make ends meet and vulnerable Illinoisans confronted by authoritarian policies and an administration that continually abandons democratic and constitutional norms.</p>
<p>“Doing the people’s work is harder at some times than at others and, like many of the families and communities we represent, we’ve been experiencing some of those harder times lately,” Moeller said. “But I want to stress that these legislative accomplishments, achieved in a short time this fall, equally demonstrate the way forward. When we stand together and face the day’s challenges head on, we can hold what we’ve got and continue to build a brighter future for everyone.”</p>

Anna Moeller, D-Elgin, will continue her efforts to make healthcare better and more affordable, and prioritize the needs of middle-class and modest-income families. </span></p>
<p style="margin: 0in 0in 8.0pt 0in"><span style="color: black">“I am honored to have the opportunity to be back in Springfield representing our community,” said Moeller. “I have been working to build a better Illinois by focusing on issues regarding wildlife and bettering the environment, cutting everyday costs for people and families, reducing discrimination, and making health care more affordable. This will not stop and I will strive to make our communities better, cleaner and more affordable.” </span></p>
<p style="margin: 0in 0in 8.0pt 0in"><span style="color: black">Moeller has championed healthcare access and environmental protection throughout her career. In 2024, she enacted the Healthcare Protection Act, which makes healthcare better and more affordable by controlling premium increases, curbing gimmicks that keep people from accessing the care they need, and cracking down on ‘junk insurance’ plans that provide little or no real coverage. With healthcare costs contributing significantly to the rising cost of living, Moeller will continue fighting for affordable, accessible care on all fronts.  </span></p>
<p style="margin: 0in 0in 8.0pt 0in"><span style="color: black">Moeller has also led the effort to protect Illinois’ natural resources and wildlife. With Washington politicians poised to retreat from environmental protection, Moeller will seek to keep Illinois at the forefront of conservation, sustainability, and the fight against climate change.    </span></p>
<p style="margin: 0in 0in 8.0pt 0in"><span style="color: black">Moeller will also keep a focus defending fundamental rights in Illinois. In 2024, she passed House Bill 4867 which will crack down on discrimination towards a person based on their reproductive health decisions.  </span></p>

<p>The Thomas Lay Burroughs Award is open to outstanding members of local Illinois school boards for success in creating a better, more equitable and achievement-oriented educational environment at the local level. First beginning in 1991, the award is presented to nominees at a November before a conference of their peers. Nominations for the Thomas Lay Burroughs Award close Friday, October 18, 2024.</p>

<p><span style="font-weight: 400">Moeller emphasized new budget allocations for early childhood education, creating opportunities for 5,000 of Illinois’ youngest learners, and securing $350 million more for elementary and secondary schools. Additionally, she expanded access to college financial aid, including MAP Grants.</span></p>
<p><span style="font-weight: 400">Moeller also spearheaded major reforms to reduce the cost of living. A new $50 million child tax credit will assist families with young children in managing rising expenses, while a $10 million state investment will erase $1 billion in family medical debt.</span></p>
<p><span style="font-weight: 400">Continuing her commitment to making healthcare more accessible and affordable, Moeller passed the Health Care Protection Act, which includes significant health insurance reforms such as:</span></p>

<li style="font-weight: 400"><span style="font-weight: 400">Ending step therapy and prior-authorization for in-hospital mental health care, restoring decision-making power to doctors and patients.</span></li>
<li style="font-weight: 400"><span style="font-weight: 400">Prohibiting ‘junk insurance’ that lures customers with low costs but offers no real coverage.</span></li>

<p><span style="font-weight: 400">“Health insurance companies often use their power to override patient care and increase their profits. Patient care should be determined by patients and doctors, not by health plans or arbitrary restrictions,” Moeller remarked. “We’ve implemented critical reforms to hold these companies accountable, including rate hike reviews to keep costs low, eliminating prior-authorization requirements to ensure prescribed care is delivered, and banning junk insurance plans that shortchange consumers. 				<div class="et_pb_text_inner"><p><strong>SPRINGFIELD, Ill. –</strong> State Rep. Anna Moeller, D-Elgin, passed legislation safeguarding Illinois women from discrimination based on their personal, private health decisions, bolstering current statewide efforts to secure reproductive rights.</p>
<p>“As it stands, employers and workplaces everywhere can willfully discriminate against women for their health choices. It’s unacceptable,” Moeller said. “The Dobbs decision opened the floodgates to anti-choice legislation, and many other challenges. But, Illinois is bucking this trend, becoming a leader in reproductive protections. My legislation continues that effort. I hope more states will follow our lead to bolster their anti-discrimination efforts.”</p>
<p>In striking down decades of protections for reproductive rights, the Supreme Court’s 2022 Dobbs v. Jackson Women’s Health Organization decision left a complicated legal landscape in which private medical decisions once shielded at the federal level are now far less settled.                              </p>
<p>Continuing her work to uphold the right to choose Illinois, Moeller advanced <a href="https://ilga.gov/legislation/billstatus.asp?DocNum=4867&amp;GAID=17&amp;GA=103&amp;DocTypeID=HB&amp;LegID=152716&amp;SessionID=112">House Bill 4867</a>, which protects a variety of reproductive health decisions under the state’s Human Rights Act. Current law prohibits a business from terminating an employee, a landlord from refusing to rent to a person, or other arbitrary denial of basic accommodation to a person because of pregnancy. Moeller expanded these protections to also prevent discrimination against people for utilizing reproductive health services including abortion care, contraception, or in vitro fertilization.</p>
<p>The legislation was backed by Planned Parenthood, the National Employment Lawyers Association, and the Illinois Coalition Against Domestic Violence.</p></div>

<p>“The fact of the matter is that healthcare has for far too long centered the needs of large, multi-billion dollar corporations versus those of working families and underserved communities,” Moeller said. “This legislation makes sure that health plans don’t get between a patient and their doctor when they are making life altering decisions, or requires that patients try alternatives to the prescribed medication, because it’s cheaper for the insurance company. These practices are not conducive to protecting people. Rather, they’ve protected profits. I am proud to join so many of my colleagues, including Governor Pritzker, to pass these landmark reforms and safeguard the health and wellbeing of Illinois communities.”</p>
<p>Moeller introduced House Bill 5395, which delivers a series of major reforms to make health care coverage better and more affordable. The new Health Care ProtectionAct would create a rate review process requiring insurance companies to justify premium increases, and empowering state watchdogs to reject unwarranted hikes that simply pad profits. Additionally, the measure curbs practices insurance companies use to deny access to medically necessary treatments, procedures, and prescription medications; instead, doctors and patients would be empowered to make important medical decisions—not insurance companies. The bill also stops insurance companies from selling inadequate short-term healthcare plans that provide little or no coverage.</p></div>

Anna Moeller, D-Elgin, is continuing her fight to defend the right to choose by joining more than 600 legislators from 49 states in encouraging the U.S. Supreme Court to preserve access to critical reproductive health medications.   </span></p>
<p><span style="font-weight: 400">“Extremist politicians and advocates will not stop until they’ve all but eroded the right to choose for women in every corner of this country, but we won’t stop fighting back against that either,” Moeller said. “When legislators from nearly every state are saying ‘we don’t want this’, the Supreme Court and far-right groups should take that as a sign that Americans will not go back. I hope more of my colleagues in Illinois and especially across the aisle join us and resist the anti-choice backsliding.” </span></p>
<p><span style="font-weight: 400">Moeller co-signed an amicus brief to the U.S. Supreme Court urging the high court to reject a right-wing judge’s effort to restrict access to mifepristone, which can be used to end a pregnancy or treat a miscarriage. The judge’s initial ruling would not only diminish a provider’s ability to prescribe mifepristone over the phone, online, or through the mail but also lowered the period in which someone can access the drug. Typically, at-home pregnancy tests are reliable after 4 weeks of a missed menstruation cycle. If the Supreme Court upholds the lower court’s ruling, the time limit would decrease from 10 weeks to 7 weeks. </span></p>
<p><span style="font-weight: 400">Moeller has a strong history of fighting for the right to choose. She passed the Patient and Provider Protection Act, legislation introduced to counter the Supreme Court’s Dobbs ruling to overturn Roe v. Wade. Among other things, the legislation requires public universities make ‘Plan B’ drugs available for purchase, expands reproductive care capacities in rural and underserved communities, and allows patients to receive hormonal birth control over-the-counter.</span></p>
