<p><b>SPRINGFIELD, Ill. &#8211; </b><span style="font-weight: 400"> In recognition of Earth Day 2026, state Rep. Camille Y. Lilly, D-Chicago, is highlighting a series of legislative initiatives aimed at strengthening environmental protections, supporting Illinois agriculture, and advancing long-term sustainability across the state.</span></p>
<p><span style="font-weight: 400">“Protecting our environment and investing in our agricultural communities go hand in hand,” Lilly said. “These measures ensure that communities most impacted by pollution have a stronger voice, while also providing meaningful support to farmers, families, and future generations.”</span></p>
<p><span style="font-weight: 400">The legislative package addresses environmental justice, agricultural resilience, and economic opportunity through several key measures:</span></p>
<ul>
<li style="font-weight: 400"><b>House Bill 1608 – Environmental Justice and Community Protections</b><b><br /></b><span style="font-weight: 400"> This legislation strengthens protections for communities already facing disproportionate levels of pollution. It requires the state to continuously update how it identifies areas needing additional safeguards and allows communities to apply for inclusion. It also ensures that any proposed facility with potential pollution impacts must hold a public meeting in affected areas and fully disclose health and environmental risks before approval.</span></li>
<li style="font-weight: 400"><b>House Bill 2933 – Agricultural Resilience and Climate Adaptation</b><b><br /></b><span style="font-weight: 400"> This measure focuses on helping Illinois farmers adapt to drought and climate change. It directs the state to study strategies for protecting crops, evaluate financial and technical assistance needs, and explore how agricultural practices can reduce pollution while improving sustainability.</span></li>
<li style="font-weight: 400"><b>House Bill 3067 – Farmland Preservation and Support for Disadvantaged Farmers</b><b><br /></b><span style="font-weight: 400"> This legislation establishes a dedicated program to protect farmland while expanding access for small and disadvantaged farmers. It creates a fund prioritizing farmland preservation, with a portion allocated to administrative support. The bill also supports land access initiatives and creates pathways for young people to gain agricultural training and pursue farming careers.</span></li>
<li style="font-weight: 400"><b>House Bill 3323 – Nutrition Access and Local Agriculture Support</b><b><br /></b><span style="font-weight: 400"> This bill expands access to healthy food for pregnant women while strengthening local food systems. It provides grants to farmers to grow and distribute fresh food and expands programs that allow WIC recipients to purchase produce directly from local farmers, benefiting both families and agricultural producers.</span></li>
<li style="font-weight: 400"><b>House Bill 4922 – New and Beginning Farmer Grant Program</b><b><br /></b><span style="font-weight: 400"> This legislation establishes a grant program designed to support new and disadvantaged farmers. Funding can be used to expand operations, upgrade equipment, and improve market access, with accountability measures to ensure responsible use of resources.</span></li>
</ul>
<p><span style="font-weight: 400">“I am committed to building a healthier environment, strengthening Illinois’ agricultural economy, and expanding fair and equitable opportunities for communities across the state,” Lilly said. “Through these initiatives, we are taking meaningful steps to protect the places where people live, work, and grow food, while ensuring that families, farmers, and underserved communities have the resources and support they need to thrive now and into the future.”</span></p></div>

				<div class="et_pb_text_inner"><p>SPRINGFIELD, Ill. &#8211; State Rep. Camille Y. Lilly, D-Chicago, is recognizing a significant step forward in expanding preventive health care after legislation she co-sponsored to improve access to life-saving heart screenings passed the Illinois House.</p>
<p>“Heart disease continues to impact far too many families across our state, often without warning,” Lilly said. “We have the tools to detect problems earlier, and this measure helps ensure those tools are within reach for more people—especially those who may not otherwise have access.”</p>
<p>House Bill 4207 strengthens early detection of heart disease by requiring most health insurance plans, beginning in 2028, to cover medically necessary coronary calcium scans every 36 months for individuals aged 40 and older.</p>
<p>Heart disease remains one of the leading causes of death in Illinois and across the country. Coronary calcium scans are a proven tool for identifying early signs of heart disease, allowing patients and physicians to take preventive action before serious complications arise.</p>
<p>“Preventive care is one of the most effective ways we can improve health outcomes and reduce long-term costs,” Lilly said. “By expanding coverage for these screenings, we’re empowering individuals to make informed decisions and work with their providers to protect their health.”</p>
<p>The legislation now advances to the Senate for further consideration.</p></div>

<p><span style="font-weight: 400">&#8220;Listening to community organizations gives us the insight we need to craft policies that truly meet local needs,” Lilly said. “We appreciate the time and knowledge each group shared. Their input will help shape legislation that improves health, housing, and social services for families across Illinois.</span></p>
<p><span style="font-weight: 400">During the session, representatives from local organizations shared valuable insights into their operations, the challenges they face, and opportunities for growth and expansion within the community. These discussions inform legislation that Lilly and Harmon are advancing in Springfield to better support health and human services programs across the state.</span></p>

<p>“Prices for Illinoisans to go to the hospital or pick up their prescriptions are already too high,” Lilly said. “It becomes even more concerning when they are not receiving full credit for what they are already paying. That’s why I am pushing this bill, to ensure that those payments are recognized.”</p>
<p>House Bill 2680 would require health insurance plans that cover prescription drugs to count all payments made toward a patient’s medications, whether paid directly by the patient or on their behalf, when calculating out-of-pocket maximums and other cost-sharing limits. Starting Jan. 1, 2027, any new, renewed, or updated plans would need to include these payments in their calculations, with an exception for high-deductible health plans if doing so would make them ineligible for a Health Savings Account. </p>
<p>Lilly has been a strong advocate for affordable healthcare and protections against unexpected medical costs. This legislation continues her efforts to ensure fair treatment for Illinois residents.</p>
<p>“This measure will help reduce financial strain on patients managing chronic conditions and improve transparency in how insurance benefits are applied,” Lilly said. “I look forward to working with my colleagues to advance this measure.” </p>
<p>The bill moves to the House for further consideration.</p></div>

<p>“We, the undersigned state legislators from across this country, contend we are at a decisive moment in our nation’s history. For a nation founded 250 years ago on the basic and fundamental principles of freedom, liberty, and inalienable rights, having armed masked federal agents on our streets engaging in a campaign of wanton destruction threatens to destroy these foundational values that underpin our democracy.</p>
<p>We are stepping into extraordinarily dangerous territory in this country and have reached an unimaginable point where ICE and Border Patrol agents have now, twice within one month, killed US citizens on camera while the federal government tells us not to believe our own eyes.</p>
<p>Further, the vast majority of ICE arrests in our cities and suburbs are of those with no criminal record, while due process and search and seizure rights guaranteed by our Constitution are not just being violated daily: chillingly, per a leaked memo, these violations are sanctioned by the Department of Homeland Security.</p>
<p>We stand with the people of Minnesota and demand that ICE and Border Patrol leave Minnesota immediately. We demand a full and independent investigation into the shootings and deaths of Renee Good and Alex Pretti, as well as others, over the last year.</p>
<p>Finally, we demand the restoration of our American values and principles to our federal government, an end to the abductions and killings, an end to the occupation of our towns and cities, and an end to Congressional funding for ICE.”</p>

<p>State Rep. Camille Y. Lilly is one of 629 elected officials nationwide to sign on to the statement. Other supporting legislators represent states including Alabama, Alaska, Arizona, California, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, Wyoming, and Washington, D.C. “We are living in unprecedented times,” Lilly said. “In just the past month, federal immigration agents have fatally shot two unarmed United States citizens on camera, and now the federal government is asking us to question our own eyes. We cannot allow more lives to be lost so that an agenda rooted in outright hate can be pushed forward.” </p>
<p>In Illinois, Lilly also recently passed House Bill 1312, protecting people from ICE violence at locations including hospitals, courthouses and daycares; as well as House Resolution 622, echoing many of the statement’s points in condemning federal violence and lawlessness, and specifically calling for DHS Secretary Noem’s immediate resignation, or impeachment.</p>

				<div class="et_pb_text_inner"><p>CHICAGO – A “clean slate” bill signed into law on Friday will expand housing, employment and education opportunities for Illinoisans, thanks to legislation backed by state Rep. Camille Y. Lilly, D-Chicago. The legislation creates an automatic sealing process for thousands of non- violent arrest records, which will automatically seal many minor criminal records, ensuring these records are accessible only to law enforcement, prosecutors and sensitive employers, such as daycares and schools.</p>
<p>&#8220;Every person deserves a fresh start and a fair system that allows them to move forward without being held back by past mistakes,” Lilly said. “This legislation is a crucial step in making that vision a reality—opening doors that were once closed and creating opportunities for individuals to rebuild their lives with dignity and hope.”</p>
<p>More than 2.2 million Illinoisans have an old arrest record or minor conviction that would currently qualify for sealing, but the process can be complicated and costly. It’s estimated that only 10 percent of those eligible have been able to receive relief, making it more difficult for many to qualify for affordable housing, to advance their education, and find employment.</p>
<p>Lilly co-sponsored House Bill 1836, known as the Clean Slate Act, which will automatically seal many minor criminal records, ensuring these records are accessible only to law enforcement. Arrests resulting in an acquittal or dismissal will be sealed immediately, while misdemeanor convictions will be sealed after two years. The most serious felonies, domestic abuse convictions, and other violent crimes against persons will not be eligible for sealing.</p>
<p>The Clean Slate Act was signed into law by Governor Pritzker today and will take effect on June 1, 2026.</p></div>

				<div class="et_pb_text_inner"><p>CHICAGO — A new law signed on Thursday will provide Illinoisans immediate and long-term utility bill relief by bringing down energy costs, thanks to legislation supported by state Rep. Camille Y. Lilly, D-Chicago.</p>
<p>“For too long, families have been forced to choose between keeping the lights on and meeting other basic needs,” Lilly said. “This eases the burden families face by lowering their utility bills and expanding access to clean, affordable power, while also creating good-paying jobs.”</p>
<p>Over the last year, many Illinois residents have grappled with untenable utility bill costs. Senate Bill 25, The Clean and Reliable Grid Affordability Act, puts Illinois on better footing to counteract rising energy prices by tapping into:</p>
<ul>
<li>Capturing clean energy: By capturing and redistributing energy already being produced, including from home solar panels, Ameren and ComEd customers can see immediate relief on monthly costs.</li>
<li>Increasing battery storage: By building out our grid to increase the state’s battery storage, power systems will become more reliable and affordable to power millions of Illinois homes.</li>
<li>Investing in energy efficiency programs: Senate Bill 25 directly expands energy efficiency programs for residents, lowering electricity prices by reducing overall demand, and improves equity in programs by allocating a minimum amount of funds to support low-income customers.</li>
</ul>
<p>Additionally, the measure will create up to 115,000 jobs, counteracting job insecurity and layoffs caused by federal cuts.</p>
<p>Senate Bill 25 was signed Thursday.</p></div>

				<div class="et_pb_text_inner"><p>SPRINGFIELD, Ill. – State Rep. Camille Y. Lilly, D-Chicago, worked to expand property tax benefits for seniors on fixed incomes to support their financial stability and help them age with dignity.</p>
<p>“We want our seniors to fully enjoy the rewards of what they’ve worked for,” Lilly said. “They can’t do that if they’re struggling with rising costs simply because their income now exceeds the limit for the senior property tax freeze. That’s why we’re raising the income threshold for both the freeze and the property tax deferral—to give them greater peace of mind.”</p>
<p>Senate Bill 642 increases the income threshold for seniors, allowing more individuals to qualify. The cap will rise from $65,000 to $75,000 in 2026, $77,000 in 2027, and $79,000 in 2028. Additionally, SB 642 establishes a property tax repayment program, giving counties the ability to offer structured payment plans for homeowners with outstanding taxes. For the 2025 tax year, interest on unpaid taxes will accrue at a reduced rate of 0.75% per month starting April 1, 2026, providing seniors with greater flexibility and time to meet their obligations without facing steep penalties.</p>
<p>“Our mission is to ensure all seniors have access to the support they need to live thriving, fulfilling lives,” Lilly said. “This brings us one step closer to achieving that goal across every aspect of their well-being.”</p></div>
