SPRINGFIELD, Ill. – Amid the conclusion of this legislative session, State Rep. Lilian Jiménez, D-Chicago, fought for a budget that taxes big tech and invests in working class families in Illinois.

“We worked hard to pass a budget that invests in working families at a time when the federal government is choosing to give tax breaks to billionaires and slash Medicaid and food assistance programs,” said Jiménez. “This budget is an important step toward investing in our communities and ensuring working people—not the wealthy few—benefit from our state’s progress. This budget begins to tax corporations and the wealthy but it doesn’t go far enough.”

Jiménez joined the Affordability and Tax Justice Coalition earlier this year to pressure the legislature to close corporate loopholes. The partnership between progressive legislators, unions and advocates including the Illinois Revenue Alliance successfully won a digital advertising tax, social media platform fee and began to close the corporate loopholes that Trump created at the federal level.

“I am proud that this budget invests in a new food security program, the FRESH Act, a relief payment for families who will be terminated from food assistance as a result of Trump Administrations’ new SNAP requirements.”

We also won funding for Safety Net Hospitals, Federally-Qualified Health Centers & Free and Charitable Clinics to mitigate the chaos being created by Trump’s cuts to Medicaid.

Finally, we held the line on programs that our communities rely on such as Access to Justice, the New Americans Initiative, Welcoming Centers, Violence Prevention Programs and Homelessness Prevention Assistance.

“There is still so much work to be done and we have much further to go to meet the needs of everyday, hardworking families,” said Jiménez. “I am disappointed that the Community Care Program was left out of the budget. I will continue fighting to decouple Illinois from all of Trump’s corporate tax cuts so that Illinois can continue to provide essential services and resources like healthcare, childcare assistance and food security.”

SPRINGFIELD, Ill.- State Rep. Lilian Jiménez, D-Chicago, has passed legislation to create a legal process for unaccompanied minor children who have been abused, abandoned or neglected to receive services when they are under court custody in Illinois.

“Children in Illinois deserve to be safe, supported, and given every opportunity to heal and thrive—no matter their circumstances,” said Jiménez. “That is no longer the reality we are seeing under the Trump administration, where children are being held in detention for months with no clear end in sight. This practice not only inflicts lasting trauma, but also blocks vulnerable youth from accessing protections they are entitled to. Regardless of citizenship status, children deserve protection, dignity, and a fair chance at safety.”

Jimenez’s House Bill 4890 allows minor children who are in the custody of the federal Office of Refugee Resettlement and have been abused, neglected or abandoned by either one or both parents to receive services ordered by the courts if they file dependency.

Dependency determination is the establishment of who is dependent for the child, either the state or family.

If a child is declared dependent and needs oversight, they are eligible to receive these services: psychological, educational, medical and/or social. The courts must deem it necessary to provide these services to these children to protect them against trafficking or domestic violence.

“By establishing a clear legal pathway for dependency and access to court-ordered services, we are reinforcing our responsibility to protect vulnerable children from further harm,” said Jiménez. “This is about accountability and compassion and making sure no child is overlooked or left without support. This legislation ensures Illinois remains a place where children are protected, cared for, and given the chance to heal rather than be further harmed.”

This bill passed out of the House and moves to the Senate for further consideration.

SPRINGFIELD, Ill. – As the prices of everyday essentials continue to rise across the country, State Rep. Lilian Jiménez, D-Chicago, is working to provide some immediate relief to Illinois customers by passing a new measure that ensures promotions advertised by businesses are accessible to all.

“The people of Illinois deserve to receive the price that businesses are advertising,” said Jiménez. “This legislation saves Illinoisans money by guaranteeing equitable access to digital promotions. Individuals who have trouble navigating technology or lack access to it should not have to pay more than what was promised.”

Grocery stores, drug stores, and other businesses increasingly entice customers with advertised savings that require apps and digital coupons, which are often unreliable and require smartphone access. Customers have faced difficulty locating and “clipping” advertised deals on the app, connectivity issues in large stores, and barriers for those without smartphone access.

In order to reduce these barriers, Jiménez supported House Bill 45, which requires retailers to have the same coupons that are listed online and in apps in store as a physical coupon. The paper coupons should be located in the front service desk or throughout the store in different locations.

“With the rising cost of groceries and household essentials, families are stretching every dollar just to get by,” said Jiménez. “When there’s even the slightest opportunity to save, they deserve to access it, regardless of whether they have a smartphone or an app. This legislation ensures businesses provide non-digital ways to redeem those promotions.”

House Bill 45 now moves to the Senate for further consideration.

SPRINGFIELD, Ill. – Fighting to end the abusive and disruptive presence of Donald Trump’s deportation agents across Illinois communities, State Rep. Lilian Jiménez, D-Chicago, is advancing a new bill to prohibit immigration detention centers in neighborhoods where everyone should feel safe.

“Ever since the federal government deployed masked agents into our communities and established detention centers near our homes, daycares, and schools, our sense of safety has been deeply shaken,” said Jiménez. “Immigrants and even U.S. citizens—have been violently targeted. Protesters outside detention centers, like the one in Broadview, as well as those participating in mass demonstrations, have been met with tear gas and excessive force. These detention centers have no place in our communities.”

Since the launch of Trump’s Operation Midway Blitz in September 2025, Immigration and Customs Enforcement (ICE) agents have terrorized communities in Chicagoland and across the state of Illinois through excessive and deadly force. Additionally, reports show a massive increase in deaths in ICE detention facilities, with more than 30 people dying in custody.

ICE’s presence has been especially disruptive for neighbors, as armed masked agents patrol residential streets and often sit within a short distance of places of worship, schools, daycare centers and small businesses. In Broadview, which houses an ICE immigration detention facility, this has resulted in significant challenges for local residents.

Jimenez is protecting communities across Illinois from these federal incursions by supporting House Bill 5024, which would create new restrictions on immigration detention facilities in neighborhoods, restricting such operations within 1,500 feet of a home or apartment complex, as well as any school, day care center, public park, or house of worship.

“All Illinoisans deserve to feel safe and secure in their own neighborhoods, regardless of citizenship status,” said Jiménez. “Children should be able to attend school and daycare, and families should be able to go to church, without the fear that stepping outside could lead to separation from their loved ones. This legislation is a step forward in protecting our communities and strengthening safety across our neighborhoods.”

The bill ensures that retailers across Illinois adopt fair and transparent return policies by prohibiting blanket “no return” rules and requiring options such as store credit or exchanges for unused, unopened items.

“Too often, large retail corporations design return policies that prioritize their pockets while leaving working families with limited options to recover their hard-earned money,” said Jiménez. “This legislation is about strengthening consumer protections and putting people before profit. At a time when families are already stretched thin, we must ensure they aren’t forced to absorb unnecessary costs because of unfair, no-return policies.”

Jiménez supports House Bill 4044 to deliver immediate relief to working families who are navigating an ongoing affordability crisis. This legislation prioritizes strong consumer protections by prohibiting “no-return” policies and requiring retailers to offer refunds instead of store credit or exchanges for unused, unopened items.

“Protecting consumers is not optional-it is a core responsibility,” said Jiménez. “This bill ends deceptive practices made by corporations and restores fairness and transparency to the shopping experience.
