SPRINGFIELD, Ill. — State Rep. Lilian Jiménez, D-Chicago, helped advance legislation out of the House chamber Thursday to create the Abortion Access Fund Grant Program, expanding access to abortion care services for uninsured or underinsured patients in Illinois.
“Individuals in Illinois deserve access to high-quality reproductive healthcare, regardless of their insurance status or shifting federal restrictions,” said Jiménez. “This is a cost-effective, commonsense step that allows Illinois to unlock critical funding and expand support for those who continue to face barriers to safe, affordable abortion care. In Illinois, we are doubling down on our commitment to protecting the fundamental right to choose by creating equitable pathways to care. We value the health, autonomy, and well-being of all who seek abortion care, and we will continue to lead with policies that reflect that commitment.”
The Jiménez-backed House Bill 5408 creates the Abortion Access Fund Grant Program which redirects typically-unused funding made available through the Affordable Care Act (ACA) to grantees providing legal abortion care. Under current ACA rules, insurers that cover abortions beyond circumstances allowed under federal law must collect a separate premium and use those funds only to pay for abortion care. This legislation would transfer these collected funds so that Illinois providers who are awarded this funding can provide uninsured or underinsured patients with abortion services.
“The Abortion Access Fund Grant Program ensures that resources which might otherwise go underutilized are strategically redirected where they are needed most—supporting critical healthcare services across Illinois,” said Jiménez. “It is a fiscally responsible approach that expands access to affordable, safe, and dignified reproductive healthcare, especially for those who face the greatest barriers. At a time when access is under attack nationwide, Illinois is choosing to lead with intention, equity, and a commitment to meeting people where they are.”
House Bill 5408 passed the House floor and now awaits Senate consideration.
