Rep. Rashid Bill to Promote Dual Language Programs, Enhance Bilingual Proficiency Passes IL House

BERWYN, Ill. – The Illinois House of Representatives passed legislation filed by Rep. Abdelnasser Rashid (D-Bridgeview) that will ensure the state of Illinois develops a blueprint to expand high-quality dual language programs in our public schools.

“We know that bilingualism is a valuable asset in today’s global society. This bill will help build a path for all students to have access to high-quality dual language programs, which benefit their academic achievement, enhance cultural preservation, and prepares students for success in the workforce,” said Rep. Rashid.

Dual language programs are designed to provide instruction in two languages to help students develop proficiency in both languages. These programs have been shown to have numerous benefits for students, including increased academic achievement, improved cognitive skills, and greater cultural awareness.

The bill requires the state to develop a comprehensive report to support the development and expansion of dual language programs. This plan will include developing a strategic plan for scaling dual language programs, identifying funding opportunities, addressing the recruitment and retention of bilingual qualified teachers, and developing standards for measuring student progress in dual language programs.

The passage of this bill represents an important step forward for bilingual education in the state, which advocates say will ensure that schools will be better equipped to provide students with the skills they need to thrive in a diverse and interconnected economy. HB 3822 passed by a 70 to 34 vote and now moves to the Illinois Senate for consideration.
