Ford Proposal Aimed at Preventing Catalytic Converter Theft Now Law

CHICAGO – A measure from state Rep. La Shawn K. Ford, D-Chicago, designed to stop catalytic converter thieves from cashing in at scrap yards has been signed by Gov. J.B. Pritzker.

“Catalytic converter thefts have been on the rise because bad actors saw it as an easy opportunity to make a quick buck,” Ford said. “Today we’re putting in new requirements that will require metal recyclers to review and record the identification of catalytic converter parts sellers. Thieves are going to think twice when they realize they have to create a paper trail if they want to sell stolen parts.”  

Ford’s House Bill 107 targets the incentives of catalytic converter theft by requiring scrap yards and metal recyclers to review and record the identification of sellers. If a seller does not have a Secretary of State issued license identifying them as an automotive parts recycler or scrap processor, the seller will be required to fill out a 1099-MISC tax form by the buyer. If a catalytic converter is valued at more than $100, buyers would be prohibited from paying in cash.

House Bill 107 was signed into law by the governor Friday.

“Too many innocent residents have been targeted by catalytic converter thefts, which is not only a hassle with vehicle repairs and insurance, but a real safety risk,” Ford said. “This new law is a needed deterrent that is the result of bipartisan cooperation. I appreciate the advocacy of my Republican colleague state Rep. Dr. Paul Jacobs and of everyone else who helped in making this new law a reality.”
