Halpin Measures Aim to Increase State Investment in Local Businesses

SPRINGFIELD, Ill. – State government would invest in businesses that invest in Illinois under a package of bills backed by state Rep. Mike Halpin, D-Rock Island, requiring state agencies to put locally-made and American-made products first when making purchases.

“Our tax dollars should be supporting jobs for our friends and neighbors, not padding the profits of big foreign corporations, but that’s exactly what is happening every time the state doesn’t buy American,” Halpin said. “These bills put our tax dollars to work creating jobs in our community and helping local businesses succeed, while sending a message to employers that our state is ready to invest in businesses that invest in Illinois.”

Halpin is sponsoring a package of bills that will spur investment in local businesses by requiring the state to show preference to Illinois-made and American-made products. Halpin’s House Bill 356 will require state agencies to give preference to comparably priced American-made products made in the United States when making purchases, while House Bill 357 would set the same requirement for products made in Illinois. Agencies can receive waivers for select products, including those made exclusively outside of the state.

Halpin is also sponsoring House Bill 3469, which would prohibit agencies from buying state flags made outside of the United States. 

“Where we choose to invest taxpayer funds is a direct reflection of what we value,” Halpin said. “These bills show that we value a growing economy, and supporting employers who support our community.”
