SPRINGFIELD, Ill. – Focused on increasing transparency regarding elected officials and lobbying, state Rep. Marty Moylan, D- Des Plaines, passed legislation Thursday aimed at tightening the state’s ethics rules.

“Thursday’s efforts were one stop in a continuing effort to ensure lawmakers, lobbyists and other officials operate lawfully and ethically,” Moylan said. “We must continue working to increase transparency, close loopholes and make sure the government serves the people.”

The Moylan-backed House Joint Resolution 93 establishes a bicameral and bipartisan Joint Commission on Ethics and Lobbying Reform. The commission aims to reform the rules, regulations and laws overseeing elected officials, state employees and lobbyists.

Moylan also helped pass Senate Bill 1639, increasing transparency concerning lobbyists and elected officials. The legislation requires lobbyists to disclose all elected or appointed positions they hold, all units of government they are registered to lobby and any sub-lobbyists they contract. It also directs the Secretary of State to create a public database containing information from State officials’ and employees’ statements of economic interest along with lobbyists’ campaign contributions and disclosures.

“It’s important to consistently review our ethics rules whenever individuals act in bad faith for their own personal gain,” Moylan said. “Elected officials must responsibly serve the residents they represent.”
