West Passes Bill to Prevent Drivers from “Streaming”

SPRINGFIELD, Ill. – Concerned about new factors that can cause distracted driving, state Rep. Maurice West II, D-Rockford, passed a measure out of the House this week that would explicitly prohibit drivers from watching videos or movies on their phone while driving.

“It’s easier more than ever to watch Netflix or YouTube on your phone, but it should absolutely never happen while you are the driver of a vehicle,” West said. “While this may seem commonsense, the reality is that this is a problem that is happening on our roads.”

Senate Bill 86, which was carried by West in the House and introduced by state Sen. Steve Stadelman, D-Rockford, clarifies existing law to explicitly prohibit a driver from using a cell phone to watch or stream video. The bill does not affect GPS or navigation systems. The maximum fine for an individual found in violation is $75 for the first offense. Maximum fines would raise for subsequent offenses.

“When driving, you need to be mindful of the safety of those around you,” West said. “I ask all drivers to please focus on the road, and to leave your favorite television show for later when you get home.”
