EDWARDSVILLE, Ill. – State Rep. Katie Stuart, D-Edwardsville, is backing a bill that would clarify rules and regulations for mobility devices depending on their speed, which is currently a gray area. By defining what mobility devices require a driver’s license or insurance coverage, mobility devices can be used safely and under clear guidance.

“The guidelines for low, moderate and high speed mobility devices are undefined and confusing,” said Stuart. “It should be crystal clear what, if any, paperwork needs to be acquired to use a mobility device of any kind so regulations can be easily understood
and followed.”

Stuart is co-sponsoring House Bill 4840, responding to concerns that some constituents had raised to her. The bill will clarify that those using low speed mobility or micromobility devices are not required to have a title and registration for their device, nor a driver’s licence or permit to operate the device. Moderate speed mobility devices will follow the rules and regulations of mopeds, while high speed mobility devices will follow motorcycle rules and regulations; both will have to be insured.

“People who need a low speed mobility device should not be punished— people using mobility scooters that max out at 5 miles per hour don’t need a driver’s license,” said Stuart. “High speed mobility devices running up to 25 miles per hour or more can be
dangerous, though, and both the operator and those around them need protection.”
