SPRINGFIELD, Ill. – A measure from state Rep. Anthony DeLuca, D-Chicago Heights, to define safety regulations for cold spas – including operating temperatures, visible safety disclaimers, young child prohibitions and staff training – has passed the General Assembly and will head to the governor for final approval.
“Cold plunges have become increasingly popular, and as more people try this trend, it’s important that we implement commonsense safety regulations,” DeLuca said. “We don’t want anyone to get hurt. I appreciate the proactive work from Lifetime Fitness in helping to craft this legislation, and I’m thankful for the bipartisan support we received.”
DeLuca’s House Bill 3050 outlines clear regulations related to cold spa operations, including:
– Defining “cold water” as being between 40- and 65-degrees Fahrenheit,
– Clearly posting a sign that includes operating temperature (which cannot be below 40-degrees
Fahrenheit), duration of time for use, notice that a patron must notify staff prior to use, a
warning that cold spa use can impact clear thinking and a warning that users may feel
discomfort upon rewarming,
– Prohibiting children under 14 from using cold spas,
– Having trained staff on duty who can recognize hypothermia and perform first aid and
cardiopulmonary resuscitation,
– Having medical equipment that can diagnose hypothermia,
– Placing a non-slip deck at the entrance and exit of the spa,
– Installing a clearly visible timer, and
– Maintaining water cleanliness.
