SPRINGFIELD, Ill. – State Rep. Elizabeth “Lisa” Hernandez, D-Cicero, a member of the Latino Caucus, fought to restore access to the Child Care Assistance Program (CCAP) for working families who became ineligible for assistance as a result of Gov. Bruce Rauner’s unilateral cuts to the program in 2015.

“Gov. Rauner’s changes to the CCAP limited access to vital services that working families relied on to make sure their children were taken care of while they went to work,” said Hernandez. “By expanding this program we will make it easier for parents to go to work or to go back to school so they can move up the socioeconomic ladder and provide for their families.”

In 2015, Gov. Rauner made severe cuts to the Child Care Assistance Program (CCAP), which resulted in families enrolled in full-time non-Temporary Assistance to Needy Families (TANF) education and training programs to be ineligible for assistance. The Hernandez-backed House Bill 3213 restores access and protects eligibility to the CCAP for these families by adding them to the priority populations list. According to the Illinois Action for Children, adding these families to the priority populations list, will restore services to between 4000-5000 children.

Additionally, the Department of Human of Services (DHS) recently announced that it will restore the qualifying income level to 185% of the federal poverty line. Previously, cuts to the program by Gov. Rauner made thousands of families ineligible for assistance.

“The reality of today is that both parents have to work in order to provide for their families, and childcare is often unaffordable for working-class families,” Hernandez said. “No parent should ever have to choose between going to work and having their child taken care of, and this legislation alongside the recent qualifying income level changes will provide much needed help to parents, and single mothers in communities across our state.”

En respuesta, la Rep. Hernández apoyo la Propuesta de Ley 3213 de la Cámara cual restablecerá el acceso y protegerá la elegibilidad para el CCAP para estas familias. Según el grupo Illinois Action for Children, esta nueva ley restaurará los servicios a aproximadamente 4000-5000 niños.

Adicionalmente, el Departamento de Servicios Humanos (DHS) anunció recientemente que restaurará el nivel de ingresos para calificar para asistencia al 185% de la línea federal de pobreza.
